The Library of Congress currently has a Co-Publishing Agreement with Scala Arts Publishers whereby Scala Arts Publishers has the exclusive right to license, produce and publish the Library of Congress publication On These Walls: Inscriptions and Quotations in the Library of Congress (ISBN 978-1-85759-545-1). Per the terms of the Co-Publishing Agreement, Scala Arts Publishers holds the digital files and copyright permissions for this publication.
The Library has identified a need to re-print copies of the book On These Walls to make available for sale in the Library Gift Shop as the current supply is depleted.
The Library intends to fulfill this requirement by issuing a sole source contract award to Scala Arts Publishers per the terms of the Co-Publishing Agreement in order to replenish stock.
Any firm other than Scala Arts Publishers that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in this announcement, including the ability to obtain digital files and copyright permissions currently held exclusively by Scala Arts Publishers per their Co-Publishing Agreement with the Library of Congress. The capability statement must not exceed five (5) double-spaced pages and shall include the following information:
- Company name, SAM.gov UEI number, address, point of contact, phone number, and e-mail address;
- Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.);
- References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and;
- Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in this announcement. (Resumes are not counted as part of the 5-page limit for capability statements.).
In accordance with LC06.305 Availability of the Justification, a redacted Justification and Approval to issue a sole-source contract to Scala Art Publishers is attached.
