Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ. The RFI does not commit the Library of Congress (Library) to contract for any supply or service. The Library is not at this time seeking quotes. Responders are advised that the Library will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQs. The information provided in this RFI is subject to change and is not binding on the Library. All submissions become the property of the Library and will not be returned. Additionally, it should be noted that the Library is requesting information on this topic to identify what digital overhead book scanners are currently available that is capable of scanning books up to 17X11 and can communicate with ILLiad software via Odyssey and Article Exchange document exchange protocol. In fiscal year 2023, the Library scanned 1,920 books, including 21,000 pages as part of its InterLibrary Loan program. As a result, the Library is looking for a book scanner that also meets or exceeds the following requirements:






  • A minimum resolution of 300 DPI

  • Have the ability to scan books up to 3” thick

  • Includes a flat adjustable book cradle

  • Is TWAIN-compliant in order to communicate with ILLiad





INDUSTRY RESPONSE



The Library is interested in hearing industry's ideas on how to efficiently and effectively acquire this item. To that end, The Library is seeking capability statements from industry. Interested contractors are encouraged to share as many ideas and suggestions to all or some of the topics presented herein. Responses are an opportunity for industry to make suggestions, recommendations, and input. The contractor is not required to answer or comment on all content contained in this RFI in order to respond to this notice. Additionally, for market research purposes, please provide a price range you anticipate for the required items.





PROPRIETARY INFORMATION



Proprietary information shall not be included. Please be advised that all submissions become the property of the Federal Government and will not be returned.





SUBMISSION INSTRUCTIONS



Submissions shall be no more than 10 pages. The format for all documents must be 8.5 x 11-inches, single spaced, Times New Roman, no smaller than 10 - 12 point font. Drawings, diagrams and/or captions to pictures are limited to no smaller than 8 point font. All submissions must be made electronically (as described below) and be in either Adobe PDF or Microsoft Office Word. Responders are to describe in clear and concise language their capabilities to meet the Government's requirements set forth in this RFI.





Submissions must be accompanied by a cover letter which identifies the company name, address, UEI number, NAICS Code, Point of Contact(s) (Name, title, email, and phone number), and a statement informing the Library if your firm will submit a quote, if the requirement is solicited.





Responses shall be submitted by e-mail to Tiffany Lucas at tluc@loc.gov , no later than 3:00pm, EST on March 15, 2024 with the following text in the subject line: RFI Response to Book Scanner Requirement.
