Sources Sought
The Department of Veterans Affairs (VA) has a requirement for Office Furniture (NAICS: 337214; FSC: 7110) for the San Diego CA VA Regional Office (VARO). The requirement is to fully furnish 5 Floors of a new leased space (120,209 RSF or 102,541 ABOA-SF) to include offices, cubicles, conference rooms and training rooms for approximately 730 employees. Requirement also includes design, project management, and installation.
This requirement will be above the SAT with a ROM (Rough Order of Magnitude) between $3M and $6M. It is the Government s expectation that 4-5 months ARO (After Receipt of Order) the Contractor will be able to complete delivery and installation.
The VA is interested in conducting a Small Business (SB) Set Aside. We will first consider either a SDVOSB (Service Disabled Veteran Owned SB) or a VOSB (Veteran Owned SB) Set Aside but may also consider another SB Set Aside depending on the responses to this Sources Sought. Answers to this Sources Sought will help in the determination of whether a SBVOSB/VOSB/SB Set Aside is possible or whether an Unrestricted Solicitation will be required.
Therefore, please respond to this Sources Sought if your company qualifies as a SB under NAICS 337214 and can comply with FAR 19.505 (Limitations on Subcontracting and NonManufacturer Rule).
In your response, please ensure that you indicate whether you are a Manufacturer of the above noted types of Office Furniture or whether you believe you qualify as a Nonmanufacturer IAW FAR 19.505(c)(1).
Nonmanufacturers. Any concern, including a supplier, that is awarded a contract or order subject to the nonmanufacturer rule, other than a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce (i.e., a nonmanufacturer ), is required to
(i) Provide an end item that a small business has manufactured, processed, or produced in the United States or its outlying areas (see paragraph (c)(3) of this section for determining the manufacturer of an end item);
(ii) Not exceed 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519;
(iii) Be primarily engaged in the retail or wholesale trade and normally sell the type of item being supplied; and
(iv) Take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice; for example, providing storage, transportation, or delivery.
If you wish to identify as a Nonmanufacturer you must also identify the SB Manufacturer you would utilize IAW FAR 19.505(c)(1)(i).
This requirement also requires that the procured Office Furniture be delivered and installed within approximately 5 Months ARO (After Receipt of Order). Therefore, please note examples of past performance of contracts of a similar ROM and a similar Period of Performance. Attached is a generic list of Furniture we envision will be required for this requirement. This is attachment is merely to help establish show the volume of the various Furniture types that will be required to help you determine if you are trying to qualify as a manufacturer or a non-manufacturer.
This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
