REQUEST FOR INFORMATION



Located at 330 Independence Avenue, S.W., the Wilbur J. Cohen building is the current home of the U.S. Agency for Global Media (USAGM), parent organization of the Voice of America, Radio Free Europe/Radio Liberty, Radio Free Asia, the Middle East Broadcasting Networks, the Office of Cuba Broadcasting, and the Open Technology Fund. Built in the 1930s, the Cohen building was designed to house the newly established Social Security Board. Completed on the eve of World War II, the building was requisitioned for war-time use and never housed the Social Security Administration. In 1954, the Voice of America moved into the building where it remains as the principal occupant today, utilizing approximately 735,000 sq. ft. owned by the General Services Administration. Over its 78-year history, the Cohen building has been maintained, but never upgraded and USAGM, utilizing independent leasing authority, now seeks a facility suitable for supporting the operations of a modern media organization. Critically, the design of the new building must lend itself to modern television, radio, and digital/social media production, as well as technical and administrative support operations. The agency anticipates dramatically lowering the footprint of its space through more efficient use and design of a new facility.

Additional Requirements:




  • Offered space must be contiguous within a single building.

  • Offered space must be within 2,640 walkable linear feet of a Metrorail station.

  • Building must have the ability to meet ISC Level IV security requirements.

  • Office areas shall have a minimum live load capacity of 50 pounds per ABOA SF plus 20 pounds per ABOA SF for moveable partitions. Storage areas shall have a minimum live load capacity of 100 pounds per ABOA SF, including moveable partitions.

  • Minimum Ceiling Height of 8’-0” for office space, higher ceilings preferred for broadcast studios

  • The ability to house television production studios with unusual floor load, clear space, ceiling height requirements

  • Capitol or other monumental view preferred.





Authorized Contacts: USAGM is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of USAGM or their authorized representative, Jones Lang LaSalle Americas, Inc.





Offered buildings must be able to meet all Government requirements contained in this Request for Information and in the Lease to be issued, including but not limited to requirements for fire-safety, amenities, sustainability, and handicapped access in accordance with ABAAS guidelines. Space shall be located in the Washington, DC Central Employment Area (CEA) within a prime commercial office district with attractive, professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. The proposed leased space shall be fully serviced.





Not all minimum requirements are stated in this Request for Information.





Expressions of Interest should include the following:





1) Building name, address and age.



2) Rentable Square Feet (RSF) and ANSI/BOMA Office Area Square Feet (ABOA SF) offered.



3) Estimated Annual Rent.



a. Rate per RSF on a full-service basis, inclusive of TIA, meeting USAGM’s standard building shell requirements.



b. Offered Tenant Improvement Allowance (TIA) per ABOASF.



c. Desired lease term within which the TIA will be amortized in whole or upon cancellation paid in the unamortized amount.



d. Date space will be available to commence Tenant Improvements.



e. Concessions / free rent offered.



f. In providing the above, respondents shall provide rental rates and concessions consistent with recent federal transactions in Washington, DC.



4) Number of total parking spaces in the Building and available parking on the premises for USAGM.



5) Name of ownership entity, country of ownership origin and, if applicable, parent company.



6) Name, address, telephone number, and email address of authorized contact.



7) Scaled floor plans (as-built) identifying offered space.







Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
