Description

Notice: This is a sole source acquisition from Properly Sorted, LLC, for National Jukebox Database Services for the Library of Congress’ Moving Picture, Broadcasting, and Recorded Sound Division (MBRS)



The Library of Congress (LoC) seeks to continue the expansion of the National Jukebox. The National Jukebox is one of the Library of Congress’ most successful and significant websites, supporting the Library’s core mission to make its collections broadly available to the American people. This vendor will also continue to support the National Recording Registry (NRR) database.



The vendor, Properly Sorted LLC., had been responsible for the development and maintenance of the database and website that supports audio digitization workflow and editing of descriptive metadata for the National Jukebox website since the project’s inception in 2010. The firm also coordinates the migration of data contributed to the Jukebox project by the University of California, Santa Barbara and their closely related database, the Discography of American Historical Recordings (DAHR). Both the Library’s National Jukebox database and the DAHR are essential building blocks to the National Jukebox website.

The LoC intends to fulfill this requirement by issuing a sole source contract award to Properly Sorted LLC Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). The capability statement must be received no later than 5:00 pm EDT, April 03, 2024. It must be emailed to the contracting officer at bmatsuoka@loc.gov. The capability statement must not exceed five (5) double-spaced pages and shall include the following information:




  1. Company name, SAM Unique Entity Identifier, address, point of contact, phone number, and e-mail address

  2. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, Professional Corporation, etc.)

  3. References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and;

  4. Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.)



If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it.

Statement of Work



Title: Database Services for National Jukebox Project



C.1 Background



The vendor Properly Sorted had been responsible for the development and maintenance of the database and website that supports audio digitization workflow and editing of descriptive metadata for the National Jukebox website since the project’s inception in 2010. The firm also coordinates the migration of data contributed to the Jukebox project by the University of California, Santa Barbara and their closely related database, the Discography of American Historical Recordings (DAHR). Both the Library’s National Jukebox database and the DAHR are essential building blocks to the National Jukebox website. This contract is a follow-on to LCLSC19P0015 which is the current contract. Properly Sorted has been working on effort for the Library since LCLSC10P0057, LCLSC11P0099, and LCLSC14P0038. In addition, this firm maintains, modifies structure, and updates National Recording Registry (NRR) database which contains detailed information on the approximately 1,000 nominations to the NRR and provides the structure where Recording Board members vote confidentially on the NRR.



C.2 Scope



This procurement is necessary to continue the expansion of the National Jukebox. National Audio-Visual Conservation Center (NAVCC) has targeted to increase the digital content available through the site from 10,000 up to 30,000 sound recordings, including the addition of recordings produced by Columbia, Edison and Universal record companies over the next 5 years. The vendor shall be required to support this significant addition of new metadata in the database as well as the development of new features and capabilities to improve the website. Launched in 2011, the National Jukebox is one of the Library of Congress’ most successful and significant websites, supporting the Library’s core mission to make its collections broadly available to the American people. This vendor shall also continue to support the National Recording Registry (NRR) database.



C.3 Requirements



The vendor shall respond to requests by the Library promptly via email, providing as soon as possible a time estimate for completion of the work. Completion dates shall be jointly established in order to conform to Library priorities and website update schedules. All work shall be performed onsite at the contractor’s worksite. Specific tasks include:




  1. Continue to update the structure of the FileMaker database used to control National Jukebox workflow and descriptive metadata to include additional fields as required by Library of Congress staff. Continue the expansion of the National Jukebox database to include new content partners. Enhancements to the FileMaker database shall be required to accommodate new types of data. Continue to provide ongoing maintenance of the FileMaker database.

  2. Update and build out Library of Congress database to support future addition of content from the Universal Collection of recordings (including takes from session masters). Vendor shall build a system interface that shall allow the Library of Congress Recorded Sound Section to create records that shall not be released or represented in University of California, Sanat Barbara’s (UCSB) discography.

  3. Enhance Search Functionality:

  4. Incorporate additional labels in search dropdowns and develop reporting functionality.

  5. Re-configure functionality to take into account expanded number of labels and accurately retrieve them in all filters/categories and improve ability to edit results without losing current tracking capability.

  6. Enhance Digitization Module functionality to improve efficiency and reduce input errors and to expand search capability for new labels.

  7. Enable the ability to employ the Library’s extract-transform-load (ETL) process to pull in data from the Sony Project FileMaker API and assist in any troubleshooting related to the process.

  8. Enable the addition of new discographic data to the database to facilitate the control of Jukebox workflow and descriptive metadata. The National Jukebox currently includes only recordings issued by Victor Records. The expansion of Jukebox content in 2024 and 2025 by LC will include thousands of recordings from the Columbia, Okeh, Brunswick, Berliner, Edison and Universal recording companies, requiring updates and enhancements across the application.

  9. Provide bug support for database:

  10. The priority of tasks will be determined by the Library of Congress based on requirements of the ongoing database work necessary for adding the additional recordings, the timeframes for each task as provided by the vendor on request, and production deadlines for new releases of content on the website. The vendor shall be expected to complete assigned tasks within agreed timeframes and enable the Library to meet production deadlines.

  11. Continue to maintain, modify structure, and update National Recording Registry (NRR) database which contains detailed information on the approximately 1,000 nominations to the NRR and provide the structure where Recording Board members vote confidentially on the NRR.



C.4 Contractor Personnel Qualification



The vendor must have programmers assigned to the project with intimate knowledge and experience with the programming, fields, tables and applications of the two integrated databases (DAHR and National Jukebox) that is essential for the successful continued development and enhancement of the National Jukebox database.



C.5 Government Contacts



The Vendor shall communicate directly with Contracting Officer Representative (COR). The vendor shall provide status weekly reports to the COR.



C.6 Quality Assurance (QA)



QA factors in place to monitor the performance of the vendor include the following:



l. The vendor shall provide regular reports to the COR describing all work performed including any changes, modifications and fixes made to the database application as part of the execution of this contract.



2. The COR will coordinate and assign systematic review and testing of all work performed on the system.



3. The COR will monitor the vendor’s performance through regular reports from staff users on the functionality and performance of the application.



4. The COR will notify the vendor of any system performance issues in a timely fashion



C.7 Deliverables



The vendor shall provide database development services and support to accomplish tasks described under the C.3. Requirements section above.



The vendor shall provide status reports to the COR to provide progress notes. Initially, the status reports shall be weekly and the vendor shall compile the weekly reports to deliver a monthly report with the monthly invoice.
