The purpose of this contract is to provide the US Space Force (USSF) and the Space Systems Command (SSC) Commercial Space Office (COMSO) with executive level assessment, analysis, and development of mission analyses detailing how the Department of Defense (DoD) can access commercial space capabilities and surge those capabilities during times of crisis and conflict. Specifically, under this contract, contractor personnel shall assess the peacetime and wartime space requirements of Combatant Commands (CCMDS) by mission area and identify the quantitative difference between their peacetime need and projected wartime need, in order to identity the requisite surge capacity needed by CCMDs in times of conflict. The focus is to understand the CCMDs wartime requirements in order to align those requirements with commercial space industry’s ability to meet those requirements through commercial products and services. Commercial space capabilities and services offer many benefits for national security space missions and architectures, such as increased resiliency, lower costs, access to new technologies, surge capacity and capability across the spectrum of conflict. The USSF will leverage commercial capabilities in novel ways through greater experimentation, prototyping, and procurement opportunities in peacetime in order to address operational needs in wartime. The tasks for this PWS requires the contractor to possess executive level experience in the national security space industry, both commercial and Department of Defense (DoD) operations and operation plan development, and an in-depth understanding of the DoD’s space war-time mission.
