Description

The General Services Administration, Office of Government-wide Policy, Office of Federal High-Performance Green Buildings, hereby provides notice of intent to award a sole-source, firm fixed contract to CDP North America, Inc., 127 W 26th Street, Suite 300, New York, NY 10001. The purchase order shall be issued in accordance with FAR 13 procedures. The government requires the purchase of a CDP Supply Chain Lead Membership with options to upgrade to Premium Service Levels. This membership level will provide the government with vendors’ disclosure data about their climate change risks, impacts, and management practices and enable the government to track the disclosure status and individual performance metrics of federal contractors who disclose data into CDP’s system, in both per-contractor and aggregated formats.



CDP (formerly The Carbon Disclosure Project) is a membership organization that works with shareholders and corporations to disclose corporate sustainability and climate-change management practices, including greenhouse gas emissions of major corporations. CDP collects information from thousands of supplier companies each year, on behalf of major customers, enabling suppliers to efficiently respond to multiple stakeholder requests for information through a single unified report and allowing purchasing organizations to efficiently manage and view data about the disclosure status and climate-change-related practices of their suppliers through a single online portal. Access to the CDP supply chain portal is only accessible through a proprietary membership offered by CDP.



INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Office of Government-wide Policy, Office of Federal High-Performance Green Buildings requirements will be considered for award. The Office of Government-wide Policy, Office of Federal High-Performance Green Buildings will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at https://www.sam.gov or by calling the Federal Service Desk at 1-866-606-8220.. Interested parties are encouraged to furnish supporting information. All documents submitted will not be returned.



All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Bonnie Impastato, Lead Contract Specialist, via email at bonnie.impastato@gsa.gov by 4:00 p.m. EST on March 09, 2023. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
