Commercial AIS Services



The Naval Supply Systems Command Fleet Logistics Center Sigonella, Italy (NAVSUP FLCSI) Naples Shore Branch is issuing this sources sought notice for the purposes of conducting market research.The NAVSUP FLCSI Naples Detachment, Naples, Italy, is searching for sources for Commercial AIS Services to be supplied to the Office of Naval Intelligence (ONI).



In support and anticipation of an upcoming requirement, the Government is interested in hearing from vendors who can provide the below supplies. One or more of the items under this acquisition may be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements in accordance with FAR Part 25 and DFARS Subpart 225. It is expected / anticipated that the requirements will be subjected to full and open competition, following the broad policies and procedures of: FAR Part 12 Acquisition of Commercial Items and FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items.

PROCUREMENT BACKGROUND



This is a follow-on to previous efforts. This requirement is currently being performed under contract N6817121P0040, which expires 18 April 2023. The incumbent is Exmile Solutions Limited.





GENERAL REQUIREMENTS



Details are described in the Draft Statement of Work (SOW) attached to this Source Sought Notice.





ADDITIONAL INFORMATION



The Period of Performance (POP) is anticipated to be one base period of 12 months, with four option periods of 12 months each plus the possibility to extend for additional six months. The contract type is anticipated to be Firm-Fixed-Price (FFP).





ELIGIBILITY



The anticipated NAICS Code for this requirement is 513210, Software Publishers and the anticipated PSC is DA10, Business Application/Application Development Software as a Service (note these are only anticipated and could change as the Government develops its acquisition strategy). This Sources Sought Notice is requesting responses to the following criteria from all vendors that can provide the required services.





SUBMISSION DETAILS



Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length in font of not less than 10 pitch. The capability statement shall include a brief discussion of the vendor's ability to meet all PWS requirements, and capability to begin performance by 19 April 2023 to preclude any interruption in these services. The response to the Sources Sought Synopsis Notice and Request for Information shall be submitted via email to Maria Saggese at maria.saggese.it@eu.navy.mil, maria.saggese.ln@us.navy.mil and Danielle Lafferty at danielle.v.lafferty.civ@us.navy.mil in Microsoft Word or Adobe (PDF).



Submissions must be received no later than 10:00 a.m. Naples, Italy time on 02 Jan 2023.
