Description

Introduction.



The Court Services and Offender Supervision Agency for the District of Columbia (CSOSA) is an independent agency in the executive branch of the federal government. CSOSA (herein called the Agency) is responsible for supervising adult offenders who are on probation, parole, or supervised release in the District of Columbia. The agency is responsible for creating and maintaining a coherent and effective program that increases public safety, prevents crime, reduces recidivism, and supports the fair administration of justice.



Parking requirements.



1. The agency is seeking accommodations for 15 monthly, unreserved parking spaces, within .33 miles (walking) or less from a parking garage to CSOSA downtown work site 800 North Capitol St. NW Washington, DC 20004.



2. The garage must be a fully enclosed and each parking level shall have access to an elevator lobby to exit via the garage’s associated building lobby onto a street.



3. The garage must have an attendant station which performs security oversight. In the proposal, vendor to inform the Agency the security features of their parking facilities.



4. Accessibility: The agency requests the best accommodation for those with limited mobility/wheelchair accessibility. In the proposal, vendor to inform the Agency of the accessibility features of their parking facilities.



4.1. Answer in the proposal Yes/No: Are their wheelchair designation spaces which are open for all parkers with a bona-fide accessible sticker/hang-tag on/in their car?



4.2. Answer in the proposal Yes/No: If the parker needs assistance, does the garage have an option to gain assistance from the station attendants by calling them?



4.3. Answer in the proposal Yes/No: Is there a ramped access from a parking level into an elevator lobby to exit the garage via the garage’s associated building lobby onto a street?



5. The parking spaces will be single-spaced, with no double parking required.



6. The garage must allow the drivers to ability self-park their own vehicles (vs. the attendants).



6.1. Answer in the proposal Yes/No: Does the garage have the option for the parker to allow the attendant to park the car for them if they choose?



7. The garage will have a phone number visible near the attendant station inside of the garage if a parker has an issue with their parking space after the garage is closed.



8. The proposal must note its operating hours when it has a parking attendant on duty at the attendant station.

8.1. Answer in the proposal Yes/No: Does the garage have the capability of providing annual parking passes vs. paper passes for all or a portion of the parking spaces?



9. The agency is a federal agency and therefore is not subject to tax.



10. The quoter shall provide a proof of operations agreement with the parking garage/location during the entirety of the purchase order.





The successful quoter shall be required to mail the next month’s monthly parking passes in enough time for the agency to receive them 10 business days prior to the end of the current parking month.
