The U.S. General Services Administration (GSA), Public Building Services (PBS), National Capital Region (NCR) announces the opportunity of a design-build construction project to modernize existing elevators under a Firm-Fixed price contract at the Robert F. Kennedy Federal Building located in Washington, DC 20530



PROJECT SUMMARY



The Robert F. Kennedy Building, also known as Main Justice, is listed as historically significant in the GSA/NCR listing of historic properties and is listed on the National Register of Historic Places. It was designed by the Philadelphia architectural firm of Zantzinger, Borie and Medary. The building was constructed all at once rather than in stages like similar federal buildings constructed in the 1930s. The foundations were completed in 1932 and steel, limestone enclosure and roofing were completed in 1933. The most unusual aspect of the construction is the concrete mosaic ceilings above entrances and vehicular portals. The most conspicuous feature of the building is the extensive use of aluminum. The building's doors, elevators, railings and balustrades, the central court fountain, the 1,908 windows and 10,696 light fixtures are all of aluminum. Also noteworthy are the 57 sculptural elements designed by C. Paul Jennewein. GSA completed the final phase to modernize this historic building in 2004. The building has a Security Level 5 rating.



The Department of Justice (DOJ) serves as legal counsel for the nation. It represents the citizenry in enforcing the law in the public interest. Through its thousands of lawyers, investigators, and agents, the Department plays the key role in protection against criminals and subversion, ensuring healthy business competition, safeguarding the consumer, and enforcing drug, immigration, and naturalization laws.



SCOPE OF WORK



This is a design-build elevator modernization project that requires the design and construction of thirty (30) public elevators and two (2) private elevators for a total of 32 elevators. This phase of the project includes the design of 30 public elevators and the construction of eight (8) of the 30 public elevators.



The Robert F. Kennedy Building is a 12-story, single-tenant federal building located at 950 Pennsylvania Avenue, NW., Washington, DC 20530. The building is nine (9) stories above grade, including both penthouse levels, with three (3) stories below grade (referred to as B1, B2, and B3). It is a government-owned building currently occupied entirely by the Department of Justice. GSA has delegated authority to DOJ for the operations and maintenance of the building. The building has nine levels and an area of 1,257,300 gross square. The public elevators service eight levels with stops at B, 1-7; two of the service elevators service nine levels with an additional stop at Penthouse (PH); and one service car serves the sub-basement level. The project is not a change in use of space. The project is not a change in occupancy.



ESTIMATED RFP ISSUANCE



The selection process will be conducted in accordance with FAR Part 15 source selection procedures. GSA anticipates issuing the solicitation on or around June 15, 2023. A preproposal meeting will be conducted, the date and time to be set-forth in the solicitation package. Interested firms are encouraged to attend the pre-proposal conference. The solicitation closing date will be 40 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.SAM.gov.



Firms can register via the internet site at http://www.sam.gov or by contacting the SAM Service Desk at http://www.fsd.gov. Interested firms are required to submit their representation and certification through the SAM website.



The solicitation and associated information will be available from the SAM site mentioned above. No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, preference via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned SAM posting.



Offers will not be reimbursed for proposal submittal expenses.
