THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.





REQUEST FOR INFORMATION (RFI):





The Department of Health and Human Services’ (HHS), Administration for Children and Families (ACF), Government Contract Services (GCS), Contracts Administration and Training Branch is seeking contractor support to facilitate commercial-off-the-shelf (COTS) virtual acquisition, leadership, and soft skill training and develop training courses and material to fulfill the training needs of the workforce.





The purpose of this Request for Information (RFI) is to seek information from potential vendors regarding innovative training, course development and consultation services to support the CAT Branch. The information received may be used to refine the requirement and inform the acquisition strategy.





ACF intends to solicit the long-term competitive action in early Fiscal Year 2024. As part of this process, the GCS requests industry feedback and questions to the draft PWS. Additionally, Vendors are requested to provide:





a) An overview of their capabilities and experience related to the scope.



b) Innovative training techniques and tools they have successfully implemented.



c) An initial estimated cost range for the services mentioned in Attachment 1 – Draft PWS.



d) Information on scalability and adaptability of solutions for future needs.



e) Details on quality assurance mechanisms and feedback loops.



f) Information on their SMEs, trainers, and key personnel.





5. Response Format:



Vendors should provide:




  • An executive summary (not exceeding 2 pages).

  • Detailed responses to the specific information requested (not exceeding 10 pages).

  • Appendices for case studies or additional relevant material.





6. Submission Instructions:



Responses, inquiries or clarifications regarding to this RFI should be emailed to Gloria.Norwood@acf.hhs.gov. by no later than 13 November 2023 @ 12:00PM (EST) on the due date.





7. Disclaimer:



This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to the RFI will not be treated as proposals. Additionally, the government will not pay for any information or administrative costs incurred in response to this RFI.





8. Confidentiality:



Any proprietary information should be marked as such. While the agency will endeavor to protect such information, vendors are reminded to NOT share classified or sensitive data in their responses.





GCS requests vendor capabilities in response to the draft PWS to help industry support to help determine the Acquisition Strategy for the future work. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI.





All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, “Request for Information or Solicitation for Planning Purposes”, is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked “Proprietary” will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
