Description

The FAA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) type contract to Human Active Technology, LLC (HAT) for up to 2900 Personal Safety Equipment (PSE) Display Bumpers on a single source basis under AMS 3.2.2.4 . The contract will also contain provisions for engineering, prototyping, and testing resulting from monitor changes consistent with the commercial lifecycle as well as any incidental supplies/parts. The period of performance will be through September 2028.



A market survey including bumper requirements was published on April 20, 2022, (SAM Notice ID 8675309) and was open for inspection for 30 days. The FAA received zero responses. The program and contracts offices pursued other means of obtaining market research, in accordance with AMS 3.2.1.2.1 and T3.2.1.2. Not only was HAT the only responsive vendor, but also HAT had applicable skills and manufacturing capability to make the PSE based on FAA requirements. Therefore, based on the market analysis, the Agency determined adequate competition does not exist to conduct unrestricted competition for the procurement of PSE Bumpers.
