NOTICE OF INTENT TO SOLE SOURCE

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

The U.S. Department of Housing and Urban Development (HUD) intends to negotiate and award a sole source contract to Mortgage Bankers Association (MBA) Corporation, 1919 M St. NW, 5th Floor Washington, DC 20036 under the authority of FAR Subpart 13.106-1(b) – Soliciting from a single source to procure training for HUD underwriters to improve their knowledge of the “FHA Multifamily Underwriter Program” for the lending industry and lenders that seek FHA-approval from HUD to underwrite FHA-insured multifamily mortgages affordable housing and affordable housing finance terms; understand the low-income housing tax credit and tax-exempt bonds; clarify HUD's various roles in providing affordable housing; summarize regulations regarding affordable/LIHTC financing; explore the roles of the development team; review requirements for new construction and substantial rehabilitation transactions; clarify HUD Multifamily Application Processing (MAP) Guide requirements; comprehend key underwriting components; categorize sources and uses as mortgageable and non-mortgageable; and outline construction loan administration and servicing affordable new construction or substantial loan associated Support Services and Training for the Office of Fair Housing and Equal Opportunity.

The Loan Underwriter Training will consist of six months twice a week, two-hour instructor-guided training from January 8, 2024, through June 28, 2024. A final exam administered by the contractor to assess participants understanding of and ability to analyze and interpret market and appraisal data in support of underwriting requirements in the Multifamily Accelerated Processing (MAP) Guide and the associated forms.

The NAICS Code is 611430- Professional and Management Development Training. The Product Service Code is U009 and the Small Business Size Standard is $12 Million.

Interested parties that believe they could satisfy the requirements listed above may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.

Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
