This is a solicitation adhering to the requirements of FAR Parts 6 & 13 for other than full and open competition. The Library of Congress (Library) is in the process of purchasing the universal testing machine & warranty support. The Library requires a single column universal testing machine to replace the extant equipment that is nearing the end of the period of manufacturer support and useful lifespan. Contract shall include all parts and equipment to meet specified parameters, installation, user training, shipping, and 1 year of warranty support. This is a lowest-priced technically acceptable competition. Please see the attachments.
NOTE 1: Proposed prices shall be firm fixed price and shall also be fully burdened (inclusive of all costs include shipping, handling, etc. and any other ancillary costs).
NOTE 2: Delivery shall be within 8 weeks after the period of performance begins (currently scheduled to begin on 02/01).
