The Library of Congress (Library) Contracts and Grants Directorate (CGD) requires an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the continued subscription, development, maintenance, and upgrade of the Distributed Solutions, Inc. (DSI) AEON

Platform. The Library intends to fulfill this requirement by issuing a sole source contract award to DSI. The period of performance is a base ordering period of five years from 09/24/24-09/23/29.

Please see the attached draft Statement of Work (SOW) for additional details.

Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirments described in the attached draft SOW. The capability statement must not exceed twenty (20) pages and shall include the following information:

1) Company name, UEI, address, point of contact, phone number, and email address;

2) References, including name, phone number, and e-mail address of individuals or entities who can verify the demonstrated capabilities indicated in the statement; and

3) Identification of key requirements described in the SOW. Prospective offeror provides an explanation meant to highlight for comparison purposes, how your product meets or exceeds these capabilities or requirements. Comparison summarizes the specifications of your product. Demonstrated integration with the Legislative Branch's established Financial Management System(s) is one such critical requirement, however the acquisition is not limited to only this requirement - as scoped in the SOW and justified in the Justification and Approval (J&A) document.

The Library reserves the right to proceed on a sole source basis if the conditions warrant it.
