SYNOPSIS



The U. S. Department of the Treasury (Treasury), Treasury Executive Institute (TEI) is conducting market research to determine available sources for a potential procurement requirement. This is NOT a formal solicitation or request for proposals, proposal abstracts, or quotes. The purpose of this notice is to obtain information from industry contractors regarding their interest, capabilities, and recommendations to provide online subscription services to a platform for on-demand professional coaching in areas such as alignment, cognitive agility, and managing teams that will equip leaders to more effectively tackle the daily demands associated with their roles



The North American Industry Classification System (NAICS) code for this request may likely include: 611430 – Professional and Management Training. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. GENERAL PURPOSE



1.0 Purpose



Treasury may have an upcoming opportunity for online subscription services to a platform that can provide on-demand professional coaching in areas such as alignment, cognitive agility, and managing teams that will equip leaders to more effectively tackle the daily demands associated with their roles for the Treasury’s Departmental Offices.



The purpose of this Request for Information (RFI) is twofold: First, to gather information that will assist the Departmental Offices in planning, formulating, and evaluating contractor capability to provide the online subscription services described in the Technical Requirements. The Treasury Departmental Offices are also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist in better meeting future needs. Second, responses to this RFI will help the Treasury Departmental Offices assess whether the marketplace has contractors capable of delivering the required services for Treasury’s needs.



1.1 Acquisition Approach



The Treasury has not determined the acquisition approach. Any results of this RFI will assist the Treasury Departmental Offices and the Office of Business Solutions Acquisition (OBSA) Treasury Operations Branch (TOB) Procurement Office in determining an acquisition strategy about how to proceed.



RFI REQUIREMENTS



2.0 Description of Information Requested



These subscription services are used by leaders throughout the government to help its clients develop Executive Core Qualifications (ECQs), (1) learn and practice coaching skills, (2) improve the ability to give and receive feedback, and (3) become more effective leaders for their teams (Additional information in 3.0.)



OBSA TOB is requesting information regarding the respondents’ capabilities in providing the aforementioned required online subscription services.




  1. Provide company information, to include:

    1. Company name and address;

    2. Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);

    3. Company point(s) of contact including name, phone number, address, and email; length of time in business;

    4. Geographic presence;

    5. Company experience in providing valuation services to government or commercial entities;

    6. Provide any pertinent information that will assist us in this assessment.

    7. Contract Number and value/capacity; and

    8. Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).





3.0 Technical Requirements



The Contractor shall provide all services, materials, supplies, equipment, and project supervision, as required in connection with this Statement of Work (SOW). The executive coaching engagement shall consist of:

3.1 Engagement Preparation Time:




  • An introductory discussion to assess fit between the designated coach and client.

  • An orientation/intake session to learn more about the executive, his/her areas of support and development, and a description of the coaching process, outcomes, and any other logistical considerations included in the engagement.

  • Development of a coaching plan to include customized deliverables and development objectives aimed at helping the participant achieve the desired outcomes and alignment to organizational goals.



3.2 Program Management/Administrative Time:










        • Selection, interviewing and coach-participant matching

        • Mid-term and Final report

        • Monthly Status Report









3.3 Unlimited coaching sessions



3.4 Preferred Coaching Cadre: Coaches shall be International Coach Federation credentialed or equivalent.



4.0 Delivery Requirements



The Contractor shall provide deliverable(s) in a format mutually agreed upon by TEI and the Contractor. The following deliverables are not expected to change. Due Date intervals are not expected to change but actual dates may need to be revised depending on actual contract start date.

4.1 Monthly Status Reports. The Contractor shall provide Monthly Status Reports (MSRs) and TEI access to an administrative webpage documenting the previous month activity. The reports and webpage shall be delivered or made available to TEI designated staff by the 7th of the subsequent month and include, at a minimum, the following information:



4.2 Engagement with Coaches










        • Total number of sessions completed

        • Total time spent in sessions

        • Average number of completed sessions and time in session per coachee

        • Most common topics discussed in coaching sessions (denoted by percentage)









4.3 Learning resources outside of Coaching Sessions




  • Total number of completed learning resources

  • Completed learning resources by topic (total hours per topic)

  • Average number of learning resources completed per coachee



4.4 Post Session Feedback




  • Percentage of coachees that feel coaching is a valuable use of their time

  • Percentage of coachees that feel coaching makes them more effective at work

  • Percentage of coaches that feel they have made meaningful progress toward their goals



4.5 Final Report. The Contractor shall provide a Final Report to be submitted prior to the completion of the period of performance. The Final Report, shall, at a minimum, include the following information.



4.5.1 Engagement with Coaches










        • Total number of sessions completed

        • Total time spent in sessions

        • Average number of completed sessions and time in session per coachee

        • Most common topics discussed in coaching sessions (denoted by percentage)









4.5.2 Learning resources outside of Coaching Sessions




  • Total number of completed learning resources

  • Completed learning resources by topic (total hours per topic)

  • Average number of learning resources completed per coachee



4.5.3 Post Session Feedback




  • Percentage of coachees that feel coaching is a valuable use of their time

  • Percentage of coachees that feel coaching makes them more effective at work

  • Percentage of coaches that feel they have made meaningful progress toward their goals



4.5.4 Behavioral Change Data




  • Behavioral change data (measured by change from the initial baseline onboarding behavioral assessment to a re-assessment to be completed 120 days after onboarding)

  • Key behavioral themes and insights related to assessment data

  • Recommended next steps to capitalize off behavioral strengths and ways to address any development areas



INSTRUCTIONS AND RESPONSE GUIDELINES



Responses to this RFI may be provided through a capabilities statement which shall include the information listed in 2.0, 3.0 and 4.0. This RFI is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this RFI should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with RFI #2032H323N00015 and are due no later than Friday, June 2, 2023 at 12:00 PM EST. All interested parties must submit their responses via email to: Aaron C.
