Pursuant to FAR 5.303 the award of the Washington Union Station (WUS) - Authority Having Jurisdiction (AHJ) Indefinite Delivery/Indefinite Quantity contract is made to Institute for Building Technology and Safety (IBTS). Orders under this award will be issued to complete projects for Washington Union Station.
The United States Government has oversight over WUS, and the AHJ responsibility is vested in the Federal Railroad Administration (FRA). The WUS has subleased spaces that accommodate more than a hundred specialty shops, restaurants, and eateries, ticketing, baggage handling, public spaces, and Amtrak Headquarters for a total usable area of around 510,000 square feet.
FRA AHJ is responsible for identifying the applicable building design standards and construction codes for projects at Union Station. AHJ provides guidance and oversight, ensuring that any repairs, rehabilitation, construction, and maintenance planned or performed at WUS are designed, conducted, and completed by the responsible parties in compliance with the applicable building design and construction codes, standards, and guidance. As the AHJ, FRA is also responsible for overseeing that all fire and life safety codes and standards are met. Because WUS is a federally-owned facility, FRA as the AHJ is fulfilling the role of the local government for building code compliance.
IBTS will be responsible for assure compliance with all regulations, codes, and required documentation for all the work at WUS.
