SMALL BUSINESS SUBCONTRACTING CONSIDERATIONS:
The purpose of this notice is to seek industry feedback regarding small business participation plan (SBPP) goals that will be incorporated into the solicitation for a new Job Order Contract with task order for repairs, renovations, maintenance, and minor construction projects at Washington Aqueduct facilities in the Washington, DC, metropolitan area. This requirement will include work on, but limited to, emergency orders that must be responded to within 24 hours, heating systems, air conditioning, storage tanks, SCADA, gates, pipes, pumps, office buildings, asbestos, and force protection.
Per FAR 15.304(c)(4) and DFARS PGI 215.304(c), small business participation plans will be required from offerors. The U.S. Army Corps of Engineers-Baltimore District (NAB) contemplates use of the following SBPP goals. These SBPP goals are a percentage of the total contract value (not the percentage of subcontracted dollars). This requirement is estimated to be $25M over 5-year ordering period. In an effort to develop challenging and realistic SBPP goals NAB highly encourages feedback from regarding opinion on if the goals should be adjusted or if they should remain as stated.
