Description

The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for an online electronic policy platform for presenting Federal Housing Administration (FHA) policies. This platform shall allow HUD to maintain resources in a manner which is consistent with other large mortgage industry counterparts, using a similar format, language, and presentation of materials. Services include providing an online policy platform, training, and project management. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519290 Web Search Portals and Other Information Services.



There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.



If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.



The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.



Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Background: The Department of Housing and Urban Development (HUD), Federal Housing Administration (FHA), creates affordable homeownership opportunities through FHA-insured mortgages offered by FHA-approved lenders. FHA insures these lenders against losses from mortgages and home improvement loans underwritten in accordance with FHA guidelines.



FHA conveys policy and guidance on its insurance programs to industry partners via workshops, conferences, policy documents, teleconferences, handbooks, and guides. FHA industry partners are individuals and entities involved in different sectors of the housing market. They include FHA-approved lenders, appraisers, homebuyers, homeowners, inspectors, counseling agencies, local governments, homebuilders, non-profit agencies, brokers, and real estate agents.



FHA currently disseminates policy through HUDCLIPS (HUD's Client Information Policy Systems) website to communicate numerous policy artifacts that SFH utilizes to communicate policy and information to stakeholders. HUDCLIPS website is located at https://www.hud.gov. FHA communicates new or revised policy using the FHA listserv email list and posting documents in HUDCLIPS. FHA also communicates via the FAQ website, the SFH homepage, and with press releases containing hyperlinks to the updated policy.



General Description of Work: HUD is seeking a Contractor to provide an established, commercial, electronic policy platform service and maintain FHA's online resources in a manner that is consistent and compatible with electronic policy platforms in use by commercial entities such as housing industry participants. This platform will serve as a comprehensive online database consisting of FHA Single Family policies, with links to other references and guidance, to include FHA Mortgagee Letters, Frequently Asked Questions (FAQs), Housing Notices, and other statutory, regulatory and guidance references and documents.



Below are the characteristics of this requirement:




  • Demonstrated experience in providing 24/7 on-line electronic policy platform access to posted content (policy documents, information, forms, exhibits etc.).

  • Demonstrated ability to post and update content; maintain links to both superseded and current content, support simultaneous searches and content views while enforcing document security.

  • Demonstrated ability to provide dynamic search engine that can search by keyword, synonym, exact phrase, any/all content, and similar content. As part of the search feature, the platform shall allow quick identification of pertinent sections with all of the relevant text highlighted for the user; allow access to a comprehensive library of mortgage-related forms.

  • Demonstrated ability to provide email updates or other content to interested parties and/or selected groups, export content in a format that would permit a user to manipulate the text such as Microsoft Word, Excel, or PowerPoint.

Contemplated performance metrics:




  • 100% compliance with all security requirements.

  • 100% compliance with all reporting requirements.



Contemplated report requirements:




  • Quality Control Plan (QCP)

Contemplated dollar value of the project: It is anticipated that the dollar value will be between $3 and $5 million for the one (1) 12-month base period and four (4) 12-month option periods.



Contemplated place of performance: Performance will be at the Contractor’s facility.
