Dual 24-inch monitors purchase for Bay Pines Regional Office Background
The Department of Veterans Affairs Bay Pines Regional Office is interested in purchasing 200 each 24-inch computer monitors to match existing. The Department of Veterans Affairs is requesting the contractor purchase the equipment necessary as well as all other associated components to provide full functionality of the system. The purchase will consist of brand-new computer monitors that will function as intended upon install by our local IT staff.
Scope
The contractor shall provide the proper equipment to match the compatibility of the IT equipment that is currently used at the Bay Pines Regional Office. The current 24-inch monitors that we are utilizing are the Phillips LCD panel type IPS technology, Backlight type W-LED system, Panel Size 23.8 inch / 60.5 cm, Display Screen Coating Anti-Glare, 3H, Haze 25%, Effective viewing area 527 (H) x 296.5 (V), Aspect ratio 16:9 Maximum resolution 1920 x 1080 @ 75Hz*, Pixel Density 93 PPI, Response time (typical) 5 ms (Gray to Gray), Brightness 250  cd/m², Contrast ratio (typical) 1000:1, SmartContrast 50,000,000:1.
Connectivity VGA (Analog ), DVI-D (digital, HDCP), DisplayPort 1.2, HDMI 1.4,USB 3.0x2 (1 fast charging), USB 2.0x2, PC audio-in, headphone out.
Stand requirement are height adjustment: 150 mm, Pivot: 90 degree, Swivel: -175/175 degree, Tilt: -5/30 degree, VESA (100mm) mountable.
The Regional Office will need 200 each 24 monitors to come with the monitor stands as seen in the market research picture provided. Due to the limited storage space the Regional Office will need to have the shipments come in incrementally. The Regional Office will need one month or 30 days between shipments to allow time to have the equipment installed by our local IT staff and create room for another shipment. The first shipment will be made within 30 days after the contract is awarded and will consist of 160 computer monitors delivered to the Bay Pines Regional Office 9500 Bay Pines BLVD, BAY PINES, FL 33744. The remaining 40 monitors will be shipped to the Jacksonville VRE address 7825 Bay Meadows Way, Jacksonville, FL 32256.
Any damaged or faulty equipment will be documented, and the contractor will be notified. All damaged or faulty equipment issues will be handled by the contractor once notified by the Contract Officer (CO) or the station POC. The contractor will be responsible for all communications with the manufacture of the equipment or the vendor used to purchase the equipment. The replacement of any faulty or damaged equipment will be handled by the contractor within 10 days of notification from the assigned CO or the station POC.
Payment
Contractor will submit partial invoice upon receipt of the first delivery of 160 each (CLIN 0001) and then submit a final invoice after the remaining 40 each are delivered (CLIN 0002), installation by VA IT staff, and validation of each shipment package, i.e., contractor may submit partial payment invoice for first 200 monitors after the monitors have been received, installed, and verified they are fully functional.
