Combined Synopsis/Solicitation for Travel Trailers
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be published for this requirement, in which proposals are being requested. Solicitation #70FB8023R00000020 is hereby issued as a Request for Proposals (RFP) in accordance with FAR Parts 12 and 15 for Travel Trailers, as defined in the attached Statement of Work (SOW).
This combined synopsis/solicitation is for 142 ea Travel Trailers, of various sleeping capacities: up to 2, 3-4, and 5 or more people, as outlined in the SOW. Travel Trailers proposed must meet all the requirements of the SOW. Delivery requirements are included in the attached combined synopsis/solicitation and SOW.
Questions shall be submitted electronically to Contract Specialist Ejona Lika at ejona.lika@fema.dhs.gov and Contracting Officer William Tillman at william.tillman@fema.dhs.gov, no later than 2 PM EST on July 7, 2023.
Proposals shall be submitted electronically via email no later than 2 PM EST on July 19, 2023. The Government will not accept proposals that are in shared drives or other web-based storage sites; documents must be attached to the email.
Offerors shall reference the Solicitation # 70FB8023R00000020 on all documentation submitted in response to the RFP.

An individual waiver of the Nonmanufacturer Rule (NMR) for 142 TTs to house disaster survivors has also been approved and included, so that potential offerors are aware of the waiver and the specific item(s) covered. 13 C.F.R. ยง 121.1206. The effect of this waiver is to allow an otherwise qualified small business to supply the item of an other-than-small manufacturer or processor on this intended small business set-aside contract. However, it must be emphasized that this waiver of the NMR does not waive other legal requirements applicable to Government procurements, such as the Buy American Act and the Trade Agreements Act.
