This is a notice of intent for Other Than Full and Open Competition to enter into a sole source contract with Orion Space Solutions (OSS). See Attachment 1 for the requirement specifications for Scanning UV Mirrors and RFBR Assessment Services.

The proposed vendor has a space-flight experience with CubeSat compatible UV scan mirrors from the Scanning Ionospheric Photometer System (SIPS) as well as lidar scan mirrors. OSS is the only known vendor with experience in CubeSat compatible UV scan mirrors for use in space-flight for atmospheric remote sensing in the far ultraviolet portion of the spectrum. OSS is uniquely qualified to perform the RFBR independent assessment as they develop similar RF receiver hardware, and have qualified experienced personnel capable of performing the assessment and field operations.

This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(b)(2) as implemented by FAR 6.302-1, Only One Responsible Source. A final, signed J&A document will be uploaded upon award.

The contemplated contract will be a Firm Fixed Price (FFP) type action. This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within seven (7) days of this posting. Interested parties may identify their interest and capability to respond to the requirement.

A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice.
