Description

Secretary of the Air Force Financial Management/Budget (SAF/FMB) Support Services Contract



This Request for Information (RFI) is issued for informational purposes only and neither constitutes a solicitation nor a commitment by the government to award a contract now or in the future. Submitting information for this RFI is voluntary and participants will not be compensated. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information in this RFI. Your response will be treated as information only, it shall not be used as a proposal.




  1. Air Force District of Washington, Secretary of Air Force Enterprise Support Division (AFDW/PKS), is pursuing the award of a follow-on contract to contract number, FA701418F5009.



The SAF/FMB is responsible to formulate, build, defend, execute, and report the Department of the Air Force (DAF) budget and funding in all appropriations. The contractor shall provide expert knowledge and skilled financial analysis support, process improvement, systems support and training. Actions will include providing full spectrum decision support, financial execution, budget development and analysis, budget operations, associated training and process improvement in support of the SAF/FM strategic plan across the DAF in all appropriations and working capital funds. The contractor shall provide highly qualified Silver Flag (Contingency Financial Operations) instruction and assessment to deliver comprehensive contingency training and support to certify deployment readiness for DAF enlisted finance personnel worldwide.



The contractor will provide project management support to achieve a clear and mutual understanding of SAF/FM budget, system, and database requirements. The contractor shall provide data analytics expertise to include requirements development, minor system enhancements, and visualization support. SAF/FM requires specific functional user training development, presentation and sustainment related to specific FM budget activities, systems, databases, and audit processes and procedures.




  1. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is NAICS 541219, Other Accounting. The size standard for NAICS 541219, Other Accounting Services is $22,000,000.00

  2. The Government requests interested parties submit a brief statement of capability / description on their company's business size (i.e., annual revenues and employee size), and business status (i.e., 8(a), Historically Underutilized Business Zone, or Service-Disabled Veteran Owned Small Businesses, small business). Additionally, the Government wishes to invite any companies who are interested in participating in the SAF/FMB Contract Support to fill out the following survey.





SECTION A - Company Information:




  1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives.

  2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses.

  3. Business size for NAICS 541219 (size standard $XXXX) and status.

  4. UEI number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System of Award Management (SAM) at www.sam.gov to be considered as potential sources.

  5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements

  6. Please identify all GSA and Other contracts your company holds and are relevant to this requirement.

SECTION C – Market Research Questions:



Please provide a brief answer to of each of the questions:




  1. Please provide examples of senior-level subject matter expertise and successful experience with military service department-level accounting, budget, reporting, and data analytics systems; specifically list systems trained on, utilized, ability to provide training on and ability to identify system defects and provide subject matter functional expertise to developers.

  2. What type(s) of successful senior-level subject matter expertise experience does the contractor have with military service, department-level defense budget appropriations; specifically, what appropriation(s) and what part of the Planning, Programming, Budgeting, and Execution (PPBE) process?

  3. What type(s) of successful senior-level subject matter expertise experience does the contractor have in training on military service department-level financial/budget processes and the systems associated with those processes?

  4. What type(s) of successful senior-level subject matter expertise experience does the contractor have with military service department-level computer automation and system integration (please list systems and integrative tasks)?

  5. Describe your process to translate system and analytical tools requirements to technical and non-technical personnel; provide examples of your company’s enterprise-wide analytics solutions developed.

  6. How will the contractor integrate with current processes and procedures; describe your successful senior-level experience transitioning into a military services department-level financial management activity.

  7. Provide successful examples of senior subject matter expertise in military department-level financial management support in the areas of budgeting, execution, reporting, and analytics.

  8. What successful senior subject matter expertise experience does the contractor have with process improvement techniques and methodologies approved to be used for the military services department-level organizations?

  9. What successful senior-level subject matter expertise, experience and knowledge does the contractor have with military services department-level accounting and audit activities?

  10. Provide examples senior-level subject matter expertise and successful experience with both accounting and physical cash accountability for Cashier, Disbursing Agent, and Paying Agent operations in a contingency environment.

  11. What levels of capability does the contractor have as it relates to giving instruction to military services, to include course development, physical and virtual lecturing, score reporting, testing, and certification?

  12. What experience does the contractor have integrating among multiple Military career fields (USAF: Air Force Specialty Codes; Army, Navy and Marine Corps: Military Occupational Specialty) across an installation as well as multiple levels of leadership, from unit supervisors to service-level leaders?

  13. Does your organization have experience with using Time and Material (T&M) CLINS for Travel and Other Direct Costs (ODCs)? In your experience, is this structure common in the commercial marketplace? Please provide references on any contracts where you performed Travel and/or ODCs on a T&M basis.

  14. If this requirement is solicited on an unrestricted basis, would you be able to meet the DoD Small Business Program Goals for Subcontract listed below? Describe successful experience developing a strategy and achieving higher subcontracting levels.
