Description

The United States Department of Energy’s (DOE), Office of the Under Secretary for Infrastructure (S3), Manufacturing and Energy Supply Chains (MESC) is seeking an economic modeling system and embedded set of critical minerals models based on an IT software (a commercial solver) that develops, runs, and visualizes economic models. The economic modeling platform will be used to design and develop a reference case and other scenarios related to modeling the world Lithium and the world Rare Earth Elements (REE), based on nine MESC requirements for each model. In addition to MESC, the modeling system will be accessible to DOE Headquarters and National Laboratories personnel.



DOE is requesting potential sources and capabilities for the World Lithium and Rare Earth Elements Modeling Platform and Survey and Modeling Support Services described in the draft Statement of Work (SOW).



The written response must include a detailed discussion demonstrating experience providing the platform and services identified in the Draft SOW and past performance client information for similar services, if possible. Also, in the submission, please provide the following information: 1) tailored capability statements addressing the particulars of this effort; 2) organization name, address, email address, website address, telephone number; 3) business size and type of ownership for the organization (socio-economic status, as applicable); 4) UEI, CAGE Code, SIN and applicable NAICS codes; 5) Federal Supply Schedule contract numbers or Governmentwide Acquisition Contracts (GWACs) information; 6) if significant subcontracting or teaming is anticipated; and 7) responses to the following questions:



Can the government access your modeling platform from the cloud via an IP address?



Can models be transported between multiple accounts?



Are you able to develop scenarios related to modeling lithium and rare earth minerals?



Describe any previous experience in building the deposition and production cost of every basin and geological formation in the world?



Does your company provide any type of training for your modeling platform?



Does your model have data and representation of all the processes that comprise the following segments of the model on regional basis?



Resource supply curves (including capex and opex)



Reserve supply curves (opex)



Conversion process capacities, capex, opex, and material balances



Transportation process capacities, capex, opex, and material balances



Multioutput process capacities, capex, opex, and material balances



Demand curves (including reference price and GDP, reference quantity and GDP, price-elasticity and GDP-elasticity)



Can your model present highly detailed transportation matrix consistent with the regional supply and demand structure of lithium carbonate and Rare Earths Elements?



Does your model allow to test alternative demand mitigation or substitution strategies to decrease lithium price and increase lithium availability?



Does your modeling platform include visualization capabilities to show results coming out of your model?
