NOTICE OF INTENT TO AWARD A SOLE SOURCE



This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.





The Naval Research Laboratory (NRL) intends to award a sole source purchase order to to furnish: Purchase request is for Pulsed, fixed Frequency Ku band magnetron







The Naval Research Laboratory requires multiple magnetron radiofrequency (RF) sources producing 750 Watts of RF power in the



Ku-band frequency range near 13-14 GHz, at rated voltage in the range 1.5-2.5 kilovolts and rated current in the range 1-1.5 Amps,



with typical electronic efficiency 45% (the ratio of the RF output power to the input DC power (operating voltage times operating



current)). The magnetron must operate in pulsed mode at fixed frequency with duty cycle of at least 10% (the percentage of time the



RF power is pulsed on, vs. pulsed off), and preferably up to 15%, at the rated voltage and current. The pulse width and duty cycle must



be adjustable to reach higher duty cycles, at lower RF power and de-rated voltage and current levels, until the operating temperature



limit of the device is reached, using an external adjustable power supply (not included with magnetron). The magnetron must be



conduction cooled. The RF output must be WR-62 rectangular waveguide. The magnetron must fit within a 2.5 x 2.5 x 2.5-inch cubic



volume, not including connected external waveguide and RF components. Because the intended use of the magnetrons is in an



experiment where their frequency and RF phase will be synchronized, the magnetrons must have individual operating frequencies



matching each other to within +/- 20 MHz. The magnetrons produced by Communications and Power Industries, LLC, Beverly



Microwave Division (CPI, LLC, Beverly), meet these requirements. The required delivery date is August 2023.













The North American Industry Classification System Code (NAICS) for this requirement is 334419 with the size standard of Large The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 5950 .





This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:




  • Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.







Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
