Description

Synopsis:



The Antitrust Division (ATR) is the component of the U.S. Department of Justice that enforces and provides guidance on the federal antitrust laws. Economists at ATR use industry-specific quantitative data to provide economic analysis in support of ATR’s law enforcement and competition advocacy missions.



Library Acquisitions Services, on behalf of the Antitrust Division, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 effective 30 December 2022.



This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



All potential quoters are advised that this solicitation includes the clause FAR 52.212-4 requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the System for Award Management (SAM.gov) database. Quoters should include Unique Entity ID (UEI) number into the SAM database.



(1) This Solicitation is issued as a Request for Quote (RFQ).



(2) The associated North American Industrial Classification System (NAICS) code for this procurement is 519290 with a small business size standard of 1000.



(3) Description of requirements for the items to be acquired: Subscription to a commercial off the shelf (COTS) web-based platform that provides licensed content to commercial worldwide airline schedules and passenger traffic.



(4) The base period of performance (POP) will be twelve (12) months after the contract award date. The POP also will include an additional four (4) one (1) year options that will be exercised at the sole discretion of the Government.



(5) This is a Firm-Fixed (FFP) type contract.



(6) The provision at 52.212-1, Instructions to Offerors-Commercial & 52.212-2, Evaluation-Commercial Items, apply. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Further details on applicable details are contained in the Attachments.



(7) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items & 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Further details on applicable clauses are contained in the Attachments.
