Description

The Court Services and Offender Supervision Agency (CSOSA) has been tasked to solicit for and award a procurement in which a Contractor administers an evidence-based curriculum or course on Fatherhood. The Contractor shall provide all services, personnel, equipment, materials and books, supplies, and any other items as well as non-personal services to administer the evidence-based curriculum or course.



Description/Scope of Work:



The Contractor shall deliver a repeatable fatherhood curriculum or course that uses an evidence-based to teach participants positive parenting skills, financial literacy, job search and skills preparation content with opportunities for paid apprenticeship or job placement.



Curriculum/Course:



The evidence-based curriculum or course must have a third (3rd) party published assessments of its application or efficacy. The published assessments must demonstrate that the curriculum or course, when instructed by certified and qualified personnel, resulted in a positive impact on fathers’ parenting skills.



In the event that the chosen evidence-based curriculum or course mainly includes parenting skills, the Contractor shall supplement the curriculum or course design with financial literacy and job search and skills preparation content. The curriculum or course may include topics such as those listed below, provided that the content on parenting skills, financial literacy, job search and skills preparation is included in the overall curriculum or course.




  • Emotional Support: The father’s ability to provide emotional support and affection to their child, which is important for building a strong bond and fostering positive emotional development.

  • Discipline: The father’s ability to establish clear rules and expectations for their child’s behavior, as well as their ability to enforce consequences when those rules are not followed.

  • Parenting Communication: The father's ability to communicate effectively with their child, both verbally and nonverbally, and to listen to their child's thoughts and feelings.

  • Workplace Communication: The father’s ability to communicate effectively with co-workers and employers, both verbally and nonverbally.

  • Problem-Solving: The father's ability to identify and address problems that may arise in the parent-child relationship, as well as their ability to help their child develop problem-solving skills.

  • Role Modeling: The father's ability to model positive behavior and values for their child, as well as their ability to help their child develop a sense of identity and purpose.

  • Cognitive Stimulation: The father's ability to provide their child with opportunities for learning and intellectual development, such as reading, playing educational games, and engaging in creative activities.

  • Health and Safety: This measures the father's ability to provide for their child's basic needs, such as nutrition, sleep, and safety.

  • Legal Issues: The father’s knowledge of his legal rights and responsibilities as a father, including child custody, child support, and paternity issues.

  • Financial Literacy: The father’s knowledge of banking, budgeting, saving, and credit/debt management.



Qualifications and Certifications:



The Contractor shall identify a Group Facilitator(s) who possesses certification or proof of training to deliver the Contractor’s chosen evidence-based curriculum or course. Key personnel will also possess at least two years of experience teaching the curriculum or course. The Contractor shall provide all personnel necessary to provide the required services in accordance with the terms, conditions and specifications contained in this purchase order.



Equipment and Supplies:



The Contractor shall provide all necessary equipment, supplies, tools, materials or books, and other items as well as non-personal services necessary to administer an evidence-based curriculum or course.
