Under Joint Chiefs of Staff instruction CJCSI 6130.01, the United States Naval Observatory (USNO) is directed to supply the Master Clock (MC) for the United States Department of Defense (DoD) at a level that meets or exceeds mission requirements. The USNO serves as the official source of time for the DoD and a standard of time derived from the USNO Master Clock for the entire United States. Network Time Protocol (NTP) servers, web-based time synchronization, Global Navigation Satellite Service (GNSS) timing products and services, Two-Way Satellite Time Transfer, and Astrometry/Geodetic calculations originate at the USNO.
The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for the procurement of two (2) 689 .45 nm MOPA designed laser systems for the United States Naval Observatory (USNO), under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Toptica Photonics, Inc. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about January 31, 2024 under Request for Quotation (RFQ) number N0018924Q117 at the following website: https://beta.sam.gov/.
This solicitation documents and incorporates provisions and clauses in effect through FAC 2023- 04 and DFARS Change Notice 20230531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are available in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price contract under NAICS 334516.
