NOTICE OF INTENT TO AWARD A SOLE SOURCE



This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.





The Naval Research Laboratory (NRL) intends to award a sole source purchase order to to furnish: BRACKER / BLAZE HR-CCD DETECTOR







We require A liquid nitrogen-cooled InGaAs linear array photo-detector and a thermoelectric-cooled fast silicon CCD photo-detector, electronic controllers for each.







. InGaAs linear array detector



a. This detector will be installed on a Princeton spectrometer that is already operating with an existing Princeton Pylon for shorter wavelengths. The new detector must be compatible with the existing Princeton spectrometer and Lightfield control software, and Lightfield-based custom software that will run both detectors and the spectrometer. The detector must be swappable into four of our other Princeton systems, because the systems are reconfigured or moved every few years to carry out new types of measurements.



b. The detector must detect at least over the range 0.9-1.7 micrometers wavelength, have at least 1000 pixels spread over at least 2.5 cm, pixel dimension of at least 0.5 mm high in non-dispersive direction, cooled to -100C to reduce dark counts, read noise of 400 electrons or less, and be outfitted with a cold shield to reduce thermal background emission from directions other than that of the incoming light.



II. Silicon CCD detector



a. The detector will be installed on an existing Princeton spectrometer running Princeton Lightfield control software and Lightfield-based custom software for both the detector and the spectrometer. The detector must be swappable into our existing Princeton systems, because they are reconfigured or moved every few years to carry out new types of measurements.



b. The detector must have peak QE greater than 95% at 900nm; greater than 90% at 950 and greater than 70% at 1000nm; read noise no more than 3 counts at 100kHz digitization, there must be 1340 +/-50 pixels within a width of 27mm +/-1.5mm. The array height must be ; full image frame rate of at least 35 frames per second; thermoelectric cooling to -95 deg C. Window with brazed vacuum seal and vacuum lifetime warranty.



















The North American Industry Classification System Code (NAICS) for this requirement is 423410 with the size standard of Large The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 6740 .





This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:




  • Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.







Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
