Description

SPECIAL NOTICE ON STATUS OF SOLICITATION (January 10, 2024): Solicitation 47QMCA20R0013 remains open beyond the initial deadline of October 09, 2020, for Standard Item 888E only. Item 888E is an open line item that allows an offeror to propose any commercially-made motor vehicle incorporating emerging technology, for which there is an existing Federal Standard vehicle category and which conforms to all GSA standards and regulations that pertain to the Government’s motor vehicle requirements. Please see attached Special Notice for more information.



**INTERESTED PARTIES MUST REQUEST AUTOBID ACCOUNTS PRIOR TO THE ISSUANCE OF THE SOLICITATION IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW**



The General Services Administration (GSA) is a mandatory source for motor vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA will issue a Request for Proposals (RFP) for 2021 Wheelchair Accessible Light Vehicles to be built in accordance with Federal Vehicle Standards 307AZ and related supplemental purchase descriptions to meet this requirement. Prospective offerors must meet the minimum requirements as cited in the 2021 Federal Vehicle Standard 307AZ and related supplemental purchase descriptions. The Federal Vehicle Standards are available at http://vehiclestd.fas.gsa.gov/.



The contract type contemplated is a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (FFP/IDIQ) contract. The anticipated period of performance is one (1) Base Year with three (3) twelve-month options and four (4) one-month option periods. This solicitation is set-aside for small businesses only. This solicitation is targeted to original equipment manufacturers (OEMs), their certified representatives, licensed resellers/wholesalers, and aftermarket upfitters that meet all trade, regulatory and other conditions required to sell wheelchair accessible light vehicles to the United States Government in the United States. This acquisition will be classified under NAICS code 336112 - Light Truck and Utility Vehicle Manufacturing. The Small Business Size Standards can be found at https://www.sba.gov/document/support--table-size-standards. Anticipated Evaluation Factors are: Technical Capability, Management Capability, and Price.



Prospective Offerors:



1. Prospective offerors are required to obtain a user name/password and indicate interested makes/models for GSA’s secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the attached “Request for AutoBid Account” document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov.



AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information on the data to be required by AutoBid, please see the attached “AutoBid Vendor Instructions.” Anticipated makes/models are included as part of this pre-solicitation notice. Please utilize this list when requesting interested makes/models. The models identified are not all inclusive of those that meet the Federal Standards. Equivalent models that meet the minimum requirements may also be offered. The finalized Federal Standards will be included with the solicitation issuance.



2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays.



3. Valid and current registration in the System for Award Management (SAM) system is required. Please visit https://www.sam.gov/SAM/ for more information.



4. The anticipated issue date of the solicitation is the week of June 29, 2020. AutoBid will not open until the solicitation is issued.



5. GSA held a pre-solicitation conference for interested parties on February 13, 2020, and intends to hold a preproposal conference after release of the solicitation to discuss new Section 889 requirements effective August 13, 2020, and to address any questions related to the RFP terms and conditions. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List in beta.SAM under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the beta.SAM website.



6. Note on after-market upfits/retrofits: After-market electric or other alternative-fuel conversions of factory vehicles are NOT covered by this acquisition and are considered out of scope. Only factory-direct alternative fuel vehicles are within scope of this requirement. For additional information on how to offer after-market drivetrain upfits/retrofits, please contact vehicle.buying@gsa.gov.
