Contractors must be certified through Defense Logistics Information Services’ (DLIS) Joint Certification Program in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities. The Naval Research Laboratory (NRL) is searching for potential sources that are capable of conducting research in the areas of off-board electronic warfare (EW). The work to be performed is further described in the attached Statement of Work (SOW), titled “CUI - Statement of Work (SOW)_Final for RFI”.
Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to perform this type of requirement.

Responses should be no more than five (5) pages, and should be emailed to the Contract Specialist at connor.murphy@nrl.navy.mil.
NOTE: THIS IS NOT A SOLICITATION. This notice is being posted to meet the requirements of FAR Subpart 5.2 and DFARS 206.302-1(d). A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contract Specialist within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable items and developmental experience. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
