Description

The Department of Justice, Justice Management Division, intends to procure from S & P Global Market Intelligence, 55 Water Street, New York, NY 10041, on a sole source basis under authority of FAR 6.302-1, a subscription to S&P Capital IQ Pro, S&P Aftermarket Bulk Subscription Capital IQ Pro, and SNL Tech, Media & Telecoms, via internet access, for the Department of Justice, Antitrust Division. Due to the proprietary nature of this resource, S & P Global Market Intelligence (previously SNL Unlimited Package) is the only known source for this publication, which includes data and extensive coverage of media and communications information for cable, satellite, online, and television markets as well as proprietary corporate information and aggregate data on financial industry and institutions. The data is used extensively by the Antitrust Department in order to complete their mission. The proposed contract will supply Antitrust Department locations nationwide. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source.



All offerors must read 52.204–24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and complete section (d) Representations.



(d) Representation. The Offeror represents that—



(1) It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds “will” in paragraph (d)(1) of this section; and



(2)After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that—

The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds “does” in paragraph (d)(2) of this section.



The solicitation will not be distributed on the General Services Administration website (www.SAM.gov). This is not a formal solicitation, however, interested concerns must respond within fifteen (15) days from the date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received as a result of this notice shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government.
