The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division (FPSAD), intends to procure armed Protective Security Officer (PSO) services at eight (8) locations throughout Washington, D.C.

This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12/15. This procurement is a 100% Women Owned Small Business (WOSB) set-aside. It is anticipated that a single award indefinite delivery/indefinite quantity (ID/IQ) type contract with fixed price provisions will result from this Request for Proposals (RFP). The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard for NAICS 561612 is $29 million. The resultant ID/IQ contract will consist of a five annual ordering periods..

The Request for Proposals (RFP) shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation will be released to the System for Award Management (SAM) on or about 02/07/2023. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management (SAM) prior to the submission of their proposals.

A Pre-proposal Conference will be conducted virtually shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to, a summary of the evaluation criteria, explanation of relevant past performance, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
