The U.S. Army Corps of Engineers (USACE) Baltimore District is considering the re-procurement of an indefinitedelivery indefinite-quantity (IDIQ) single-award delivery-order contract for the potential of furnishing Quicklime for the Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft statement of work (SOW). WAD provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, WAD maintains and operates the Dalecarlia Water Treatment Plant (WTP) and McMillan WTP.
The purpose of this notice is to survey interest and obtain capability statements from industry. The North American Industry Classification System (NAICS) code for this re-procurement is 325180 - Other Basic Inorganic Chemical Manufacturing, which has a small business size standard of 1,000 employees. Vendors interested in the reprocurement shall submit a capabilities statement with the following.
1. Company name, address, point of contact phone number and e-mail address, CAGE code, and UEI number.
2. Business size in relation to NAICS 325180, including small business category as applicable (woman-owned small business, service-disabled veteran-owned small business, etc.).
3. Narrative describing the company's capability of fulfilling the SOW.
Due to current economic conditions, the Government is considering whether to have the solicitation and contract include an economic price adjustment (EPA) clause, either FAR 52.216-2 ‘Economic Price Adjustment-Standard Supplies’ or an alternative EPA clause – see attachments.
In addition to a capabilities statement, respondents should provide feedback and state whether the solicitation and contract should have an EPA clause. If an alternate EPA clause is preferred in lieu of FAR 52.216-2, provide feedback on the attached example, such as what Bureau of Labor Statistics (BLS) economic price index(es) should be used (Producer Price Index, Employment Cost Index, Import Price Index, etc.), what cost(s) should be subject to adjustment under the clause.
