Description

In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis, posted by the United States Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Component Procurement Officer on behalf of the Mitigation Section for support for its National Flood Insurance Program (NFIP) Direct Program. The NFIP Direct contractor shall provide all necessary support for the issuance and administration of flood insurance policies on behalf of the NFIP. Contractor staff must be well versed on FEMA survival programs to facilitate seamless services to disaster survivors. The Contractor shall provide all necessary management, operation, maintenance, and quality assurance for flood insurance policy administration. The NFIP Direct Contractors will be responsible for processing approximately 650,000 of the 5,100,000 active flood insurance policies nationwide. The solicitation will be made available via the publicly accessible on-line Government Point if Entry (GPE) System for Award Management (SAM.gov) at http://www.sam.gov in December 2023 or early January 2024 with proposals anticipated to be due roughly 30 calendar days later. A hybrid Time and Materials (T&M) and firm fixed price (FFP) indefinite delivery, indefinite quantity award is anticipated. Award will be based on a trade-off process. The corresponding North American Industry Classification System (NAICS) code for this requirement is 524292 and the Product Service Code (PSC) is G008.



The 7-year Period of Performance is expected to consist of seven (7) ordering periods from date of award. The estimated dates are to be from March 30, 2024, to March 29, 2031.



No response is required because of this pre solicitation notice/synopsis; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency once the final solicitation is posted. Finally, this pre solicitation notice/synopsis does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted.
