THIS IS A PRE-SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.203. A SOLICITATION IS ANTICIPATED AND FORTHCOMING. NO RESPONSES ARE REQUIRED FOR THIS NOTICE. THE OFFICIAL SOLICITATION WILL BE POSTED TO SAM.GOV UNDER A SEPARATE COVER.
The U.S. Department of Labor, Office of the Senior Procurement Executive (OSPE) anticipates issuing a Request for Proposal (RFP) for Expert Witness and Compliance Assistance Support services in support of the Occupational Safety and Health Administration (OSHA). The contractor shall provide occupational safety and health experts (subject matter experts) to serve as expert witnesses for OSHA’s litigated enforcement cases and to develop compliance assistance material. Services will include locating subject matter experts in occupational safety and health, and development of compliance assistance material on a wide range of safety and health topics, in an effort to significantly improve OSHA’s litigation efforts in carrying out its statutory responsibilities in the areas of occupational safety and health enforcement.
The RFP will be posted on SAM.gov approximately 15-30 days after publication of this notice. The RFP will be restricted to eligible 8(a) contractors. The anticipated contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of one 12-month base period and four 12-month option periods. Potential offerors will be responsible for obtaining the solicitation and related amendments, if any, from SAM.gov after the solicitation is posted. The Government will not maintain a mailing list. All questions must be submitted in writing and will be addressed in the forthcoming solicitation.
