Notice of a Pending Solicitation





The Smithsonian Institution (“Smithsonian”) will be soliciting proposals for Revitalize Historic Core, Early Package 2-26 (EP 2-26) located at 1000 Jefferson Drive, SW, Washington, DC 20560.





BACKGROUND



The Smithsonian Institution Building (the Castle) designed by James Renwick Jr. was completed in 1855 to house all of the Smithsonian programs and operations. As each successive Secretary redefined the Smithsonian’s mission and managed its growth, the Castle's interior spaces underwent many modifications. The Castle deserves special attention, not only because of its historic architectural and institutional significance, but also because it is the public's doorway to, and the symbol of, the Smithsonian Institution.





The Smithsonian Institution Building, constructed of red Seneca stone, was listed by the Secretary of the Interior as a National Historic Landmark in 1965, and listed in the National Register of Historic Places in 1966. It is included within the National Mall Historic District.





The project site is located on the National Mall, bounded by the Arts and Industries Building on the East, the Freer Gallery on the West, Independence Avenue and the Quadrangle Building and the Haupt Garden on the South and Jefferson Drive on the North. The National Mall, The Smithsonian Institution Building and the Arts and Industries Building are all listed on the National Register of Historic Places. An environmental impact statement ("EIS") consistent with the National Environmental Policy Act ("NEPA") was approved in concept as part of the South Mall Master Plan.





The Smithsonian Institution intends to award one Firm Fixed Price Contract with an estimated cost more than $10 Million. This announcement is open to all businesses regardless of size. The North American Industry Classification Code (NAICS) for this procurement is 236220., size standard is $45 Million.





Project Information:





Work under this project includes but is not limited to:





• Install protection for historic elements.



• 3rd & 4th Floors, Upper Main Hall, and Attic



• Remove existing 4th floor structure, partitions, ceilings, finishes & infrastructure, incl hazmat.



• Remove 3rd Floor office partitions, ceilings, finishes & infrastructure, incl. hazmat.



• Remove existing equipment, infrastructure, and floor “structure” in Main Attic



• East Wing, East Range (Levels 1-4)



• Remove existing equipment, infrastructure in Attic.



• Remove non-structural ceilings, flooring, partitions, and finishes, incl. hazmat.



• Remove existing elevator, equipment.



• Install floor openings for new elevator and shafts.



• Towers (North Tower, Flag Tower, South Tower, Levels 2 and above)



• Remove existing equipment, infrastructure.



• Remove non-structural ceilings, flooring, partitions, and finishes, incl. hazmat.



• Remove hazardous materials in above spaces.



• Basement and First floor



• Remove Basement non-structural ceilings, flooring, partitions, and finishes, incl. hazmat.



• Remove existing First Floor FCUs and ¾” vertical piping from Basement.



• Remove AHU @ Basement for Commons.



• Retain majority of existing systems through 2026.



• AIB (for continuity of operation)



• Install new electrical duct bank @ floor slab from vault outside NW Pavilion to Existing Main Electrical Room @ NW Court, incl. abatement in floor trench.



• Install, Connect & Activate steam piping from steam tunnel to AIB NW Pavilion Basement, incl. limited minor abatement. of piping for connections.



• New work in Construction areas:



• Install temporary air handling units (conditioning during construction).



• Install temporary fire alarm system.



• Scope for Partial Occupancy in 2026:



• New Work in Upper Main Hall (Levels 3 and 4) and Attic



O Install temporary air handling units for Level 1 spaces at Level 3, including outdoor air connections.



o Reinstall (2) existing air handling units for Level 1 retail & cafe, relocate to Level 3 from Attic.



• New Work in Basement, First floor, Second Floor



o Install temporary 2-pipe fan coil unit and piping, controls.



o Install temporary partitions at Commons walls (at removed display cases).



o Install temporary air handling unit at Basement level for Commons.



o Install new carpet in Great Hall, Schermer Hall, and Commons





Construction Schedule:



Total period of performance allowed for construction is 607 calendar days from the Notice to Proceed.



Responses will be due within (30) days of release. This notification does not bind the Government to grant a contract or incur expenses for the information submitted in response.





THIS IS NOT A REQUEST FOR PROPOSAL. Electronic version will be posted to this notification on the SAM.gov website. The full solicitation will be released on or about April 2024 however, there is no guarantee or implication of a guarantee this this project will be solicited.
