Description

The Executive Office for United States Attorneys (EOUSA), intends to solicit and award a Task Order to Dutch Ridge Consulting Group LLC., located at 295 Third Street Suite 310, Beaver, PA 15009, under the authority of FAR 6.302-5, Authorized or required by statute.



The EOUSA anticipates an award of a Task Order, on a sole source basis, to Dutch Ridge Consulting Group LLC. for a Cybersecurity Assessment. EOUSA seeks to perform an enterprise assessment of its cybersecurity program. The objectives of this engagement are to:




  1. Gain a deeper insight into EOUSA’s current cybersecurity program by evaluating the current capabilities strengths and weaknesses

  2. Identify gaps in capabilities across people, process and technology that may impact EOUSA’s ability to detect and respond to cyber threats and subsequently protect its business and mission

  3. Identify cyber risks that impact EOUSA while considering the platforms and data that are most valuable to the organization, the infrastructure supporting those platforms and data, and the maturity of EOUSA’s cyber processes and procedures

  4. Recommend future state cyber protections that include the most appropriate and cost-effective level of cybersecurity protection needed by EOUSA for its unique and complex data and systems

  5. Facilitate a better understanding of potential areas of improvement to strengthen EOUSA’s security posture

  6. Inform decisions on how best to allocate funds in the areas of cybersecurity hardware, software, and services

  7. Enable security operations, organizational management, senior leadership and supporting personnel to view the enterprise from an adversary’s perspective and allocate necessary resources to implement the appropriate security solutions



EXAMPLE TASKS




  • Assess the current state of EOUSA’s cybersecurity program, considering current capabilities, processes, organizational structure, and cyber threats

  • Assess EOUSA’s available data and capabilities for proactively measuring and managing its cyber risk

  • Identify gaps in the current cyber program and propose recommendations for improving capabilities, informed by EOUSA’s profile and by leading practices across similar industry sectors

  • Develop an initial, high-level roadmap for implementing risk-based recommendations, prioritizing future investments, and enhancing the cyber program over time



EXAMPLE DELIVERABLES



The following deliverables will be provided as part of the engagement:




  • Cybersecurity Assessment Report: Document including a detailed breakdown of the cybersecurity assessment results, including the assessment approach, methodology, current-state observations, findings, recommendations, and relevant supporting details

  • Cybersecurity Assessment Executive Summary Deck: A concise, high-level summary of the cybersecurity assessment report, designed to be presented to senior leadership and other stakeholders. The deck includes an overview of the assessment's objectives, methodology, and key findings which can be used to inform EOUSA on how best to mature and allocate resources for its cybersecurity program



The period of performance is anticipated to be from date of award to nine (9) months.

However, any information received within five days after the date of publication of this notice will be considered by the Government.
