The due date for the Request for Concept Papers has been extended to March 11, 2024 at 0900 AM EST. Request for Concept Papers must be sent to Angel.Jones@faa.gov as stated in original request.

The FAA is issuing an amendment to the Challenge Based Acquisition Document. Formal responses to the questions received on February 16, 2024 will be posted at a later date.



As a result of this amendment, the due date for the Request for Concept Papers has been extended to March 11, 2024 at 0900 AM EST.

The FAA is issuing the Challenge Based Acquisition for NOTAM. All interested parties should pay close attention to the instructions in the Challenge Based Acquisition Document as well as the Phase I Request for Concept Papers.




  • Questions regarding the Challenge Based Acquisition and/or Phase I Request for Concept Papers are due by Friday, February 16, 2024 at 4PM EST- NO EXCEPTIONS. Questions must be submitted to angel.jones@faa.gov AND nia.glover@faa.gov. To ensure receipt, both parties must be copied and the subject line should read FAA NOTAM Challenge Question.

  • Concept Papers are due March 1, 2024 at 4PM EST- NO EXCEPTIONS.

******Update 1/10/2024**********



LIGHTNING PARTNERING SESSIONS



Purpose: The Government encourages the creation of strong vendor teams, with the ability to demonstrate knowledge, skills, and abilities in the development of an innovative and scalable service-based solution for the origination-management-distribution of Notice to Air Missions (NOTAM) and Aeronautical Information (AI). NOTAMs and AI are highly regulated data sets and vendor(s) and/or vendor teams should demonstrate relevant compliance to these requirements across the entire NOTAM and AI need, to develop successful concepts.



To encourage such partnerships and teaming, the Government intends to provide the opportunity to participate in a virtual Lightning Partnering Session on 17 January 2024, 2pm – 4pm EST.



Approach: Companies will be given the opportunity to present their capabilities for the purpose of partnering with other companies for this Challenge-Based Acquisition (ChBA).



Companies that intend on presenting during the event must have their slides submitted to Angel Jones (Angel.Jones@faa.gov) by 15 January 2024. It is recommended that participating companies present the following:




  • A brief overview of the company

  • Knowledge, skills, and abilities as it relates to the documentation published on www.SAM.gov for this ChBA

  • A brief summary of what the company is looking for in a teaming partner(s)

  • Points of Contact (POCs)



Vendors will be limited to a MAXIMUM of 4 Slides and 5 minutes for their presentation. Should a vendor reach this time limit without completing their presentation, the Government moderator will terminate the presentation at the 5-minute mark and advance to the next company. The order of presentations will be randomly assigned on the day of the event.



Only vendors who are interested in forming partnerships to meet the NOTAM ChBA requirements should attend the session. If the vendor(s) intend on attending the event in a listen only capacity, the vendor should still provide POCs and what the company is looking for in a teaming partner(s) by 15 January 2024.



No questions or discussion with the Government will occur during this event.



After the event has concluded the slides that have been presented and the POCs for each vendor will be published on www.SAM.gov.



If a vendor would not like their slides or POC information posted please state this with your intention to attend.



All questions regarding this event must be submitted to Angel Jones (Angel.Jones@faa.gov) by 12 January 2024 by 10AM EST.

The Federal Aviation Administration is hosting an Industry Day Roundtable to provide additional information on Notice to Air Missions (NOTAM) and Aeronautical Information System and Services. This is a continuation of the Market Survey/Request for Information posted in April 2023. This scheduled Industry Day will provide an opportunity for the FAA to share additional background information.



To attend, you must register in advance. Participation is limited to three (3) representatives from each interested entity. Send an email to Angel.Jones@faa.gov with a subject line of NOTAM & Aeronautical Information System and Services Industry Roundtable with the name of the three individuals who will attend. You MUST receive confirmation to attend. Registration closes November 1, 2023 at 12:00 P.M. EST or until the maximum number of attendees is reached- NO EXCEPTIONS. Late respondents, those not pre-registered, or those not providing the correct information will not be granted access.



This announcement will be updated to post a Draft Statement of Objectives no later than October 26, 2023. You may submit questions regarding the Draft Statement of Objectives by October 31, 2023.
