PRESOLICITATION NOTICE CONSTRUCTION BEZOS LEARNING CENTER (BLC)





CONSTRUCTION OF THE BEZOS LEARNING CENTER (BLC) AT THE SMITHSONIAN NATIONAL AIR AND SPACE MUSEUM (NASM) IN WASHINGTON, DC.





The Smithsonian Institution (SI) is soliciting for a Construction Management at Risk Contract for the construction of the Bezos Learning Center (BLC) at the Smithsonian National Air and Space Museum (NASM), located in Washington, DC.





The North American Industry Classification System (NAICS) code for this action is 236220 and the small business size standard is $45M.





PROJECT INFORMATION: The Work includes but is not limited to the following:



a. Construction Manager as Constructor (CMc) shall construct the National Air and Space Museum Bezos Learning Center and Observatory and Astronomy Park in Washington D.C. The CMc shall provide Pre-Construction Services and Construction Services, and after the design documents are fully developed, CMc shall provide the Smithsonian Institution with a Guaranteed Maximum Price (GMP) for a negotiated agreement.





The Period of Performance for the Base Contract is 36 months from the date of Notice to Proceed.



Total Estimated cost range is between is $72,000,000 and $76,000,000.

Project will be located at 600 Independence Ave SW, Washington, DC 20560.



THIS IS NOT A REQUEST FOR PROPOSAL. The full solicitation, request for proposals, will be released on or about Mid-January 2024; however, there is no guarantee or implication of a guarantee this this project will be solicited. Responses will be due within (40) days of release. Electronic copies will be uploaded to SAM.gov site. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.



The Smithsonian Institution will accept proposals from all qualified offerors. The Smithsonian Institution’s evaluation panel will be the sole entity to determine as to whether an offeror is capable of meeting the requirements to carry out contract performance.
