Description

Contracting Agency and Activity:



1. Contracting Agency and Activity: The United States Coast Guard, HQ Contracting Division (CG-912), intends to award a sole source, Firm-Fixed Price contract utilizing Simplified Acquisition Procedures to TURNING TECHNOLOGIES, LLC (UE ID: HMSEJZELNDD8) 255 W Federal ST, Youngstown, Ohio 44503-1207. The North American Industry Classification System (NAICS) code for this requirement is 611710-Educational Support Services.



2. The previous contract with Turning Technologies, LLC, provided the software, hardware and developed the CGJROTC MS4 curriculum materials, instructor guides, and lesson plans based on the U.S. Navy’s maritime studies, experience, and teaching.The CGJROTC program is a cooperative effort on the part of the Coast Guard and the host institution to provide secondary school students with opportunities for personal and civic development. Satisfactory completion of the program equips participants with the skills and tools to excel and may lead to advanced rank in the Armed Forces. Whether gradates go on to serve in the Coast Guard, another military branch, or pursue any other life path, they will develop attitudes, knowledge, and skills to help them be more prepared for tomorrow's challenges.This program makes substantial contributions to many communities and ultimately to the nation’s future.



3. Statutory Authority for this Sole Source: FAR 6.302-1(iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Turning Technologies, LLC. is the only source that can provide this requirement because they are only company authorized to update their Turning Point Cloud software and hardware. Turning Technologies, LLC. is the only vendor experienced and certified with Turning Point Cloud (TPC) and compatible hardware. Turning Technologies, LLC. has not authorized any other vendor to provide services for their software or to perform technical support and training on their software systems to include Turning Point Cloud (TPC) and compatible hardware. Turning Point Cloud (TPC) has unique features proprietary to Turning Technologies, LLC. And have different features compared to other software packages and support for standardization across the software system. All system software is proprietary and remain the property of Turning Technologies, LLC. Access to this information is required for the ability to perform the services for this acquisition. Without the Turning Point Cloud) software updates and webinar training the USCG instructors will not be able to conduct effective training to sufficiently support the Coast. Guard Junior Reserve Officers Training Corps (CGROTC).This requirement is to conduct a webinar for all ten CGROTC areas providing training on the Turning Point Cloud (TPC) updates and to update the software to incorporate the new textbook and the updated to the Cadet Field Manual and Cadet Reference Manual.



4. All responsible sources, meeting the requirements included in the attachment, which, if received by or before 11:59 PM ET on Tuesday, August 29, 2023, shall be considered by the Government. Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that the vendor can meet the Government’s need and that competition would be advantageous to the Government. All responses include a vendor’s Unique Entity Identifier (UEI) and must be submitted via e-mail to the Government primary point of contact Doming Cruz at domingo.cruz2@uscg.mil. NO phone calls will be accepted. The e-mail subject line shall include: 70098SS23003978900.



All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered Unique Entity ID and CAGE.



A determination not to compete this proposed contract action based upon response to this notice is solely within the discretion of the government. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
