This is a presolicitation notice IAW FAR Subpart 5.2
The Naval Research Laboratory (NRL) intends to issue a solicitation for Communications and Networking Support for Research and Development (R&D) of Radio Frequency (RF) and Satellite communications, as well as the networking of such capabilities. The Information Operations Branch focuses on the development, test and evaluation of tactical and weapon-based communications solutions such as waveform analysis, field-testing and evaluation, proof-of-concept satellite communications (SATCOM) verification of link budget predictions, and development of novel antenna technology with the Plasma Physics Division. The scope of the contract provides for communications systems engineering support services for development and analysis of communication systems and networks. This support often involves interpreting program requirements into realizable, operational systems. This may include the analysis of alternative components, technologies, subsystems and end-to-end capabilities.
The tasking is broken down into the following areas:
- Communication and Network Systems Evaluation and Analysis
- Development and Testing Support
- Field Integration Support
Tasking may include:
- Assessment of existing communications solutions
- Analysis of alternative solutions to meet existing and emerging requirements
- Development of system architectures to meet emerging requirements, informed by analyses and studies
- Prototyping, test and analysis of communications solutions that extend beyond simple data links to end-to-end operational systems
- Detailed documentation of test results
- Presentation of results in various forums to gain approval for implementation at large scale, potentially for programs of record
It is anticipated that a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will be awarded with a five-year ordering period utilizing FAR Part 15. Task orders are expected to be issued on a Firm Fixed Price (FFP) or Firm Fixed Price, Level of Effort (FFPLOE) basis. Contract award will be made based on best value to the Government through the tradeoff source selection process.
The proposed contract is a total small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541715, with a Small Business Size Standard of 1,000 employees.
This is a pre-solicitation notice; no solicitation has been issued. Therefore, do not request a copy of the solicitation. It is anticipated that the solicitation will be made available via SAM (https://www.sam.gov) by 04 March 2024. To be eligible for award, Offerors must have an active registration in the SAM database. Offerors may obtain registration information at https://www.sam.gov. The solicitation may be accessed electronically only via the SAM website. Offerors are responsible for routinely checking the SAM website for solicitation amendments that may be issued. Email is the only form of communication that will be accepted. Please do not call. Paper copies of the solicitation will not be issued.
