The DHS OCIO HSIN Phoenix requirement has been renamed to HSIN Modernization - Platform. The DHS Acquisition Planning Forecast System (APFS) record # is F2023061867. This requirement will be issued against the GSA MAS schedule with an estimated RFQ release date of mid November.

The DHS OCIO HSIN Phoenix/HSIN Modernization requirement is in it's final acquisition strategy phases. We anticipate releasing an RFP/Q in early FY24 around or about mid October. A DRAFT RFP/Q is also anticipated to be released on a tentative date. Please continue to check SAM.gov for updates. The purpose of this Request for Information (RFI) is to conduct market research to identify qualified and interested sources that could provide the services stated in the attached draft SOO, which will help the Government determine the feasibility of awarding a contract to procure services to design the recommended solution and build a series of Minimal Viable Products (MVPs) leading to the new HSIN platform. This project work will be titled HSIN Phoenix.
The Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), oversees delivery of the Homeland Security Information Network (HSIN) a comprehensive information and communication technology (ICT) based platform for information sharing with all homeland security partners. DHS aims to procure design, development, implementation, and migration services to build a modern platform and suite of intuitive tools that enable efficient discovery, sharing, and analysis of Sensitive But Unclassified (SBU) information by federal, state, local, territorial, tribal, international, and private sector decision-makers and first responders.
