This is a non-personal services contract to provide personnel, material, equipment, services, tools, supplies, engineering, transportation, facilities, and supervision to perform the Mobile Asphalt Technology Center (MATC) Program. Under this Contract, the Contractor shall perform all services necessary to support the activities of the FHWA related to delivery, refinement, and improvement of the MATC Program, including providing asphalt mixture testing capabilities and operation of the MATC asphalt mixture testing laboratory, providing engineering analysis and reporting, and providing technical training and presentations. The Government will not exercise any supervision or control over the service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this Statement of Work (SOW). The Contractor shall perform to the standards in this Contract. The labor associated with the tasks in this SOW shall be performed on a fixed price basis, while the travel, per diem, equipment, and servicing of supplies shall be reimbursed to the Contractor.
