Surface Awareness Initiative (SAI) Market Survey



**Note: This is not a final solicitation. This is a draft. The FAA is accepting comments by the response date noted, and is contemplating a subsequent final solicitation release in the near term.



The Federal Aviation Administration (FAA) is undertaking the Surface Awareness Initiative (SAI) to provide enhanced visibility and situational awareness of surface movement areas, such as runways and taxiways, to airports which do not currently have existing surface surveillance capabilities. The technological solutions sought are expected to be innovative and cost effective, and the FAA intends to acquire these solutions via a Qualified Product List (QPL) which potential offerors will be placed on after meeting baseline specifications and requirements detailed in this announcement. The FAA intends to select from among numerous sources on the QPL for specific airport applications, depending on the business case and technical application.



The attached Section B contains the intended ordering structure for solutions to be procured via the QPL.

Section C is the Performance Work Statement (PWS), which contains the program background and specific tasking that the selected solution will be expected to perform.

Section L contains instructions, conditions, notices to offerors, and clauses intended to be included in the contemplated contractual vehicle between the FAA and each vendor providing a solution.

Section M discusses the factors by which offerors will be evaluated for potential placement on the QPL, or potential subsequent award.

The Strategic Plan discusses overarching program objectives pertaining to the deployment of solutions.

The SAI Requirements discusses minimum program performance parameters that any selected solution will be required to meet for placement on the QPL.

The SAI Requirements Compliance Matrix provides the formatting framework by which vendors are asked to communicate their solutions’ compliance with the SAI Requirements.

The SAI Comment Matrix is the formatting template for solicited comments from vendors by the FAA regarding all documents contained in this announcement.

Questions to Industry contains targeted feedback solicited from potential offerors to discuss their proposed solutions.



Vendors are asked to review the attached documents, and to provide their responses to the FAA by 11:00am EST Monday November 20, 2023.
