This action will be solicited utilizing negotiated acquisition procedures (FAR Part 15). Johns Hopkins University – School of Advanced International Studies is the incumbent (HQ003418C0146). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii). This notice of intent is not a request for competitive proposals. However, IAW FAR 5.207(c)(16)(ii) all responsible sources may submit a proposal to be considered for this requirement. SCOPE: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to deliver a master’s degree granting program for Strategic Thinkers. The academic institution shall provide a master’s degree program of ten to twelve (10-12) months duration with a total of thirty-two (32) credit hours, designed to develop strategic thinkers that can accommodate up to eighteen (18) professional students. Instruction will take place at the academic institution, with the exception of war games and the staff rides. The program consists of sixteen (16) credit hours of instruction that are STP specific and only available to those in the STP program; the remaining sixteen (16) credit hours consist of appropriate courses in the areas of foreign policy, foreign language, politics, security, and intelligence.
