GENERAL:





This Sources Sought Notice is a Request for Information (RFI) and is NOT a Request for Proposals (RFP), nor is it a Request for Quotes (RFQ). In accordance with FAR 15.201(e), responses to this notice are NOT offers and cannot be accepted by the Government to form a binding contract. The government will NOT award a contract on the basis of this notice, or otherwise pay for information solicited by it. All costs associated with responding to this notice will be solely at the interested respondent’s expense. Participation in this effort is strictly voluntary.





The requested information is for planning and market research purposes only and WILL NOT be publicly released. The objective of this notice is to understand vendor capabilities and interest levels in the commercial marketplace. Review of the responses to this notice will focus on the offeror’s technical capability to provide a quality solution, corporate experience/past performance for relevant scope with commercial activities or government agencies. All submissions become Government property and will not be returned. Not responding to this notice does not preclude participation in any future RFP, if any is issued.

PURPOSE:





This is a Sources Sought Notice/Request for Information (RFI), as described in Federal Acquisition Regulations (FAR) Sub-Part 15.201(c)(7). The purpose of the RFI is to obtain market research, pursuant to FAR Part 10, Market Research, and to identify businesses capable of performing the functions described herein. Offerors shall clearly identify their socio-economic small business status in the first paragraph of their cover letters, if applicable. Offerors may be considered large businesses if the business status is not provided.





The purpose of this Request for Information (RFI) is to identify vendors that can provide administrative and logistical travel support up to 400 U.S. Department of State paid student interns for a period of 10-weeks every 3-4 months, for three consecutive cycles totaling up to 1,200 interns annually. The Department requires vendor to arrange domestic and overseas travel for student interns on a staggered, rolling basis since the interns’ travel needs will be predicated on:






  1. If they require travel, as some interns live locally

  2. Their travel dates.





The majority of travel will be domestic, airline travel to Washington, DC and New York City. We project up to 100 interns annually will travel overseas to locations in Asia, Africa, Europe, South America, Canada, and Mexico. The number of domestic and overseas travel requirements will vary from cycle to cycle.





Travel requirements include:






  • Book domestic and overseas travel (flights, bus, train) for interns.

  • Process travel per diem allowances including baggage fees, taxis/ride share, vaccinations, meals, and incidentals.

  • Provide 7 days a week/24-hour support when travel issues occur including flight cancellations, flight changes, missed flights, etc.

  • Regular reporting and tracking of interns’ travel itinerary and budget costs.

  • Adherence to current Federal regulation and policies pertaining to contracting/use of domestic airline carriers for all domestic flight and overseas flight departing from the United States.
