The Department of the Treasury, Bureau of the Fiscal Service, on behalf of the Armed Forces Retirement Home (AFRH), intends to make an award on a sole source basis to Dominican Fathers & Brothers, Province of Nigeria, Inc. 4504 21st St. Mount Rainier, Maryland 20702 for the overall responsibility of the Catholic Community Religious Activities.



The current contract was canceled in February 2023 as they were unable to procure a Catholic Priest to perform the services. AFRH has been without these services for several months and the delay of these services have caused spiritual and emotional suffering on the Veterans especially those who are bed bound and suffer with mental diagnoses. We intend on awarding a sole source to the Dominican Fathers & Brothers, Province of Nigeria, Inc.



The contractor shall have the overall responsibility of the Catholic Community Religious Activities and is to provide services in support of the AFRH, conducting programs consistent with AFRH Instructions and Standard Operating Procedures (SOP’s) for Religious Activities, Chaplains and Chapels as are in place during the duration of the contract. The contractor shall be an ordained Roman Catholic priest with ecclesiastical endorsement from the Archdiocese of Washington, DC (ADW).



The following delineate the activities which the chaplain shall perform independently:




  1. The Contractor shall provide services based on 40 hours per week, Tuesday to Friday and Sunday. AFRH is operational 24 hours a day, however, normal business hours are from 7:30 a.m. to 4:00 p.m.

  2. Conduct Mass on Sunday and on other days, to include daily Mass on weekdays and other days, as determined between the priest, congregation and AFRH.

  3. Conduct daily pastoral visitation as scheduled to and for all AFRH residents, as a part of the overall chaplain pastoral support program.

  4. Conduct rites and sacraments, such as Eucharist, Reconciliation, Sacrament of the Sick, Baptism, Matrimony and funeral services, in accordance with established procedures of his/her faith group.

  5. Shall minister to all residents regardless of faith group, while refraining from infringing upon the sacraments of other faith groups.

  6. Assist the AFRH, as requested, in the development and conducting of religious services, to include special religious services to observe special days and occasions such as: Thanksgiving Day, Memorial Day, Veterans Day, Christmas Day, Memorial Services, and others as may be requested, which are ecumenical and/or non-denominational.

  7. Subscribe to and support the vision and goals of pastoral care as outlined by the Standard Operating Procedures (SOPs) of the AFRH, as are in place during the duration of the contract.

  8. Dress appropriately in clerical attire.

  9. Set up religious facilities, equipment and liturgical appointments for programs and worship services; assist and/or instruct other chaplains or volunteers assisting in worship services.

  10. Organize and distribute devotional, religious education and publicity materials to enhance pastoral support of the Residents.

  11. Help forecast office needs and requirements; prepare and submit supply requests to the COR.

  12. Prepare and submit reports to the Chief, Resident Services as requested and as outlined in current SOPs.

  13. Work out of and be available for drop-in visits, appointments, and pastoral counseling in the office designated by the Government. Visits shall be during normal working hours and shall be scheduled so as not to interfere with the weekday visitation schedule.

  14. Provide worship bulletins and other publications necessary to accomplish worship and ministry.

  15. Prepare and provide written procedural and schedule instruction necessary for use in the absence of the full-time Chaplain.

  16. Chart and attend meetings as requested and as necessary to comply with Long Term Care regulations and policies and procedures of the AFRH.

  17. Complete Pastoral Needs Assessment of all new IL and ILP residents of the Home within 30 days of admission.

  18. Complete Pastoral Needs Assessment for all new Assisted Living, Long Term Care and Memory Support residents within fourteen (14) days of admission to the level of care.

  19. Attend Needs Assessment Team meeting (NAT) as needed and attend Interdisciplinary Team Meetings (IDT) for AL, LTC and MS as scheduled.

  20. Create an environment free of discrimination and harassment for all residents residing at AFRH with whom work is done. Work with COR to resolve resident complaints.

  21. Identify subcontractors and obtain approval from the Contracting Officer prior to allowing them to assume any religious activities.

  22. Assist in the compilation and analysis of statistical data related to the Religious Activities as directed by AFRH Instructions and SOPs.

  23. Though the Chaplain has no direct control over any Chapel Funds, per SOP the Chaplain serves as a non-voting member of the Chapel Fund Council. When necessary, the Chaplain collects and seals collections when required number of volunteers are not available, then places collection in the safe and notifies Chapel Fund Manager that deposit has not been completed due to lack of required volunteers.

  24. The Contractor may attend meetings and be a committee member as requested and with knowledge of the COR.



NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.



Fiscal Service will consider written responses received no later than 10:00 AM EST December 27, 2023. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: RB/GJ REF SS-AFRH-24-038. Vendor responses must include sufficient evidence that clearly shows the proposed services is capable of meeting all of the services listed above. If no written response is received that clearly demonstrates an ability to meet all services and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Dominican Fathers & Brothers, Province of Nigeria, Inc. Catholic Chaplain Services. Qualified contractors must provide the following:



1. The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.



2. Whether your product is available through a Government contract vehicle or Open Market.



3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for.



4.UEI Number.



The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:

Microsoft Office compatible documents are acceptable.



No other information regarding this Special Notice will be provided at this time.



This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.



A determination by the Government not to not continue competing the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement further.
