The Federal Emergency Management Agency (FEMA) is conducting market research for a Civil Rights case management system that manages all aspects of tracking and managing complaints to ensure compliance with Sections 308 and 309 of the Stafford Act, Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, Title IX of the Education Amendments Act of 1972, and the Age Discrimination Act of 1975.
The functional performance criteria require that all electronic and information technologies be usable for people who may be blind or have low vision, are deaf or hard-of-hearing, have limited motor control or dexterity, or have speech or communications disabilities. These are the core requirements to achieve compliance with the Section 508 portion of the Rehabilitation Act of 1973. Section 504 and 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, they must ensure that it is accessible to people with disabilities. Federal employees and members of the public who have disabilities must have equal access to and use of information and data that is comparable to that enjoyed by non-disabled Federal employees and members of the public.
