THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Department of Energy, National Nuclear Security Administration (NNSA) Office of Acquisition Management intends to award directly to MITRE Corporation, 7515 Colshire Drive. McLean, VA 22102, to acquire risk management framework support for the Nuclear Enterprise Assurance Program Office. MITRE is a DoD, National Security Engineering Center (NSEC), sponsored Federally Funded Research and Development Center (FFRDC), and can provide assessment and analysis of specific national security systems per FAR 35.017-3(b)(3).
All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted by 10AM EST, February 15, 2024. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Sang Han by email at sang.han@nnsa.doe.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements.
